5 Today’s Challenge In this complex operational environment (OE), Intent-based Operations provide the intellectual basis, framework, and processes to plan operations: Units must establish a sustainable cycle of planning that ensures they are constantly evaluating their progression or regression along their Lines of Effort and the decisions/actions that are required for successful accomplishment of their objectives. Tremendous expansion of the operational environment – location of forces, support and adversary operations beyond a narrow geographical battlefield, and missions conducted across the spectrum of conflict– Full Spectrum Operations Increased number of “players” operating within the operational environment, many of whom the Commander has no direct control over --- many with different objectives. Unity of Effort must become the goal – thus the DCC / JCC / JSS concept. The role of civilian support and supervision (sometimes control) of military operations – not just for US forces but coalition and multinational partners Each area adds a degree of complexity to today’s planning operations. All must be incorporated into the mind and actions of the Commander and ultimately their subordinates – TARGETING!

6 What is Targeting? Targeting is a command responsibility that requires participation of both the coordinating and special staffs. Targeting must support the commander’s battle plan and be a reflection of his intent. The targeting process is a continual effort which is a crucial portion of the sychronization of combat power. FM

7 Key Terminology PIR-SIR-SOR Linkages
Priority Intelligence Requirement (PIR). An intelligence requirement associated with a decision that will affect the overall success of the command’s mission. PIR are prioritized among themselves and may change in priority over the course of an operation Specific Information Requirement (SIR). SIR’s describe the information required to answer all or part of a PIR. A complete SIR describes the information required, the location where the information can be collected (NAI) and the time during which it can be collected. Generally, each PIR generates sets of SIR. Specific Order or Request (SOR). SOR’s direct and designate the reporting requirements and execution of a collection mission. SOR’s sent to subordinate commands are orders on how SIR collected information will be transmitted. SORs sent to adjacent units are requests. These are the doctrinal terms we use to focus collection assets into gathering the information we need to execute missions. PIR’s break down into two subsets. SIR’s specify bottom line for the collection mission mission and SOR specify how the collected info will be put into the information pipeline FM 34-1, Page G-7 and G-8

8 Key Terminology Measure of Effectiveness (MOE): Tools used to measure results achieved in the overall mission and execution of assigned tasks. Measures of effectiveness are a prerequisite to the performance of combat assessment. Also called MOEs. See also combat assessment; mission. (JP 1-02) Measure of Performance (MOP): Criteria used to evaluate accomplishment of friendly actions; MOPs are tied to task and task assessment. (USJFCOM)

Effect The physical and/or behavioral state of a PMESII system that results from a military or non-military action or set of actions. We just got the final draft on it last week. As I go through the next few slides on the LOO, you’ll see: Brigades have Lines of Operation (which is debatable) How the LOO connects to a Measure of Effectiveness Lines of Operation are formed from the Regional Command thru Division. There is some debate on whether or not a Brigade develops Lines of Operation for their area of operation or whether they merely develop operational goals within the Lines of Operation of the Division the support. Since BCTs are now expected to accomplish what Divisions and Corps once accomplished, and since their area of operation is no longer a linear battlefield, BCTs should develop Lines of Operation to focus the efforts of the BCT and they should be nested with the Lines of Operation with their higher commands. Regardless of whether you agree or disagree with BCTs having lines of operation, what follows is a methodology that is applicable to all BCTs. This LOO nesting methodology shows how that tactical measures of effectiveness are developed in support of operational and strategic goals. By understanding and visualizing this methodology, Brigade staffs are better able to translate the resulting products into the targeting process.

Each LOO has an desired effect it is trying to achieve and collectively they lead to accomplishing the end state. Initially, Combat Operations was the main effort and Train and Employ Iraqi Security Forces was the supporting effort. Since the recent, and continuing, elections in Iraq, the main effort transferred to Promote Legitimate Government and the supporting effort remains the same. This is not to say, however, that the other lines of operation are not important to achieving the desired end state. Each has a series of objectives and desired effects that lead to the accomplishment of the overall end state for the BCT. We can’t accomplish the next task and reach our Effect until we cross the red line The boxes connected to the tasks are some sample measures of effectiveness for the task. Once the tasks are accomplished, the objective is accomplished. Once all the objectives in that LOO are accomplished, the effect is achieved. Sewer: Al Jaff lacks a basic sewer system and aboveground dumping is prevalent in the community causing potential health concerns. Water: The town well has gone dry and the primary source of water remains the water buffalo provided by Apache Troop and refilled every 2 days. Electricity: Al Jaff has only 14 hours of reliable power a day with blackouts common during daylight hours. Academics: The town school is in critical need of repair and is not operating at this time. School children must travel to MW to attend school. Trash: Trash has been less of an issue with the completion of the recent CERP project however trash build-up will occur again with no systemic trash removal service in place. Security: The local population continues to support the ISF and the operation of the Joint Security Station. Troop/Company Assessment No notes for this slide. 72 Proposed Concept of Operations
The concept for this operation is to reduce IED attacks along RTE IA DRANG by 50% NLT D+3. The TF will accomplish this by attacking/engaging the entire system: enemy employing IEDs, bomb maker, financier, local authority and populace involvement and support for US/Coalition CAV attacks to reduce incidents of IED attacks against US/Coalition forces in AO Scorpion CAV conducts attacks to capture/kill enemy employing IEDs along RTE IA DRANG NLT D CAV engages principle leaders of Al Jaff and Medina Wasl to ; ISF Cell assess police forces and IA units in Al Jaff and Medina Wasl and solicits their assistance; PSYOP will distribute handbills in Al Jaff and at TCP’s in the AO CAV units will vary SPs and patterns along IED Hotspot Desired Effect: NLT than D+3 a 50% reduction of IED attacks along RTE IA DRANG and an increase of 25% in the reporting of hostile anti-coalition activity by the local populace.
