Was the first national public safety (PS) network based on the TETRA technology standard Is used by all Emergency Services and other agencies Is a private network using dedicated spectrum with c3,800 sites to provide full national coverage Has underground and national air-to-ground coverage Provides PS functionality, coverage, availability, security National shut down is 31 Dec 19 However: Airwave is expensive compared with similar services Airwave cannot provide broadband data services EU procurement legislation requires a re-competition

Programme objectives Replace Airwave critical voice services by enhancing a commercial mobile network: Improved to integrate broadband data services; PS functionality; national coverage; high availability and end-to-end security Flexible to better match/be proportionate to demand Less expensive to address budget pressures Available in 2017 and complete by 2019 Meets all user, system and commercial requirements but not necessarily in the same way as Airwave Avoids a lengthy, monolithic, single technology, expensive PFI Open up to all mobile network operators (MNOs) post 2021

Approach Authority takes on the role of prime contractor and SI
Disaggregate procurement into separate lots Re-compete contracts more regularly to exploit market forces and take advantage of technological evolution Design, build, and test the critical public safety functionality Provide different types of mobile devices Support different types of business applications Provide national air to ground coverage Support users transition to ESN: programme management, integration and reporting; vehicle reference designs; training services Enable integration between Airwave and ESN

Extended area services (EAS)
EAS will extend EE’s infrastructure to 97% coverage EAS will acquire (lease or design, build and own) sites and backhaul, and maintain the infrastructure within 38 EAS areas EE will install the active equipment and connect to their core Satellite solutions will be considered where this is more cost- effective or timely

Air to ground (A2G) Services
Network to be built using existing sites A2G base-stations linked to Lot 3 core via backhaul Two TDD-LTE devices Spectrum - 2.3GHz with MOD Aircraft wireless system Seamless transition from ground to A2G networks Voice and broadband data to replicate ground users Central procurement of radio system and service arrangement Users install and maintain

User devices Lot 2 (User Services) will approve user devices and accessories 3ES will procure user devices through a framework from approved suppliers User devices will include: Handheld devices that are commercial off-the- shelf phones, most will be ruggedized Vehicle mounted devices Aircraft mounted devices Gateways Market Engagement continues to provide reassurance Supplier demonstrations show lots are available today 9

Control room upgrade Control room upgrades to access ESN functionality will be coordinated by the Programme. The aim is to upgrade before the commencement of transition Inter-working during transition will now be delivered centrally Control room system upgrades will be procured locally Upgrades will be required to a range of systems, including: ICCS Mobile Data Systems Mobilising systems Command and Control Systems Control room systems WAN connections (DNSP)

Inter-working Gateway
Inter-working is the ability for users to make calls between the Airwave and ESN networks during transition Multiple technical options having been considered the decision is to connect the networks using Motorola Inter-working Gateway Special arrangements for non standard services (NSS) ICCS & other Control Room systems NOW Motorola Inter-working Gateway DNSP END GAME: ICCS and other CR systems fully integrated to ESN

London underground services (LUS)
Solution required by the end of 2017 Interim solution: Exploit TfL’s WiFi infrastructure to provide ESN in the stations Extend TfL’s Connect infrastructure to provide ESN in the tunnels Fall-back is to use Airwave in LU (ALU): Dual-mode (LTE/TETRA) devices Interconnect via control room ICCS Extend ALU if necessary post 2019 Long-term solution: TfL implement 4G 12

Implementation Mobilisation – 21 months to design, build, test and assure Transition – 27 months to convert users to ESN Transition will be completed in 12 Regional Transition Groups and one National Transition Group There are milestones with an associated acceptance criteria
