3 Healthy Ireland – Phase 1 Objectives
To raise awareness of and support for Healthy Ireland through funding of community-based and national health promotion activities. To facilitate and resource cross-sectoral and partnership networks that promote health and wellbeing. To resource the development of locally-led, cross-sectoral strategies promoting health and wellbeing. To add value to existing health promotion initiatives through the provision of Healthy Ireland resources. To support the health and wellbeing of the most disadvantaged groups and areas and those experiencing significant health inequality through long-term planning. To create an environment where every individual and sector of society can play their part in achieving a Healthy Ireland.

4 Local Inter-Agency Structure
Who can apply? Local Inter-Agency Structure Lead Organisation Funding Available Local Community Development Committee (LCDC) Local Authority Up to €100,000 per LCDC Children and Young People Services Committee (CYPSC) Lead organisation to be nominated by the CYPSC Must be a legal entity or statutory body Up to €38,000 per CYPSC Joint application between LCDC and CYPSC or Organisation nominated by CYPSC (legal/statutory body) Up to €138,000 per joint application

5 Who can apply? cont’d The local decision making structure and Lead Organisation are jointly accountable for management and oversight of their Healthy Ireland project. Both the LCDC/CYPSC and the Lead Organisation sign the grant agreement. The Lead Organisation is the contract holder. The contract holder is responsible for the administration and management of Healthy Ireland funding. Joint applications – grant agreements signed by LCDC, CYPSC and the Lead Organisation. N.B. The Local Sports Partnership and local HSE representative or Head of Health and Wellbeing in the relevant Community Healthcare Organisation must be involved in the development of proposals.

6 Eligible Actions Healthy Ireland Strategic Plans
Up to €20,000 of the total allocation may be spent on the development of Healthy Ireland strategic plans. Strategic plans must be: Inclusive Evidence-based Outcome-focused Strategically aligned with Healthy Ireland, A Framework for Improved Health and Wellbeing , Better Outcomes, Brighter Futures and other relevant policies Clearly target disadvantaged areas and groups who are vulnerable to health inequalities

7 Eligible Actions Local Priorities for Health and Wellbeing
Funding may be used to commence, progress and/or strengthen relevant actions in Local Economic Community Plans (LECPs) or Children and Young People’s Plans (CYPPs). Actions must be aligned with: Healthy Ireland, A Framework for Improved Health and Wellbeing Better Outcomes, Brighter Futures (applicable to CYPSCs) Any other relevant policies (e.g. Tobacco Free Ireland)

8 Eligible Actions Healthy Cities and Counties Network of Ireland
Only LCDCs can apply. Funding available to support LCDCs to apply for membership of Healthy Cities and Counties Network of Ireland. Applications must meet World Health Organisation Criteria. More information:

9 Ineligible Actions Actions that are not linked to activities in LECPs or CYPPs. Large scale capital works.

10 Eligible Costs Salary costs (incl. PRSI and pension)
Travel and subsistence for Healthy Ireland project workers Venue/room hire/meeting costs Course materials Tutors/facilitators/consultants Sports coaches/other sports staff Publicity and marketing Volunteer expenses Sports and playground equipment Material aids for participation in sport (e.g. swimming goggles, jerseys) Researchers

11 Eligible Costs cont’d All costs must be directly related to Healthy Ireland project activities. All costs must be verifiable in the future. All costs must be additional to your organisation for the delivery of actions (e.g. project staff/tutors/coaches must be new roles). T&S / volunteer expenses must be based on organisation’s existing policy. All costs must be fully justified in the budget. All funding must be spent by 31st March 2018. Unspent funding (as at 31st March 2018) will be de-committed and refunded to the Healthy Ireland Fund.

18 Pobal Review The Five Appraisal Criteria
1. Are the actions aligned with Healthy Ireland Framework and/or Better Outcomes, Brighter Futures? 2. Are the actions aligned with your LECP/CYPP? 3. Does the application demonstrate cross-sectoral engagement and planning of activities? 4. Are the actions viable? Ready to commence Realistic Achievable by 31st March 2018 5. Are the action costs appropriate? Are they eligible costs? Is there a clear link between the costs and the proposed actions? Has a clear justification/rationale been provided for the costs?

19 Decision making process
Pobal review: Is the proposal suitable for funding under the Healthy Ireland Fund? Pobal make recommendations to Department of Health Department of Health and Healthy Ireland Fund Interim Working Group make final decision Applicants notified via

20 Post approval of Applications
Pobal issues decision letter and grant agreement to successful applicants. Grant agreement (signed by LCDC and/or CYPSC and Lead Organisation) to be returned to Pobal within specified timeframe. All actions and expenditure eligible from the date of the decision letter.

21 Requirements for Grantees
Ensure that all publicity and project documentation acknowledges the Healthy Ireland Fund. Participate at Healthy Ireland support events Provide any data requested. Comply with public procurement guidelines. Complete project questionnaire at the end of the programme.

22 Payments to Grantees Two Payment Instalments
First payment upon receipt of signed grant agreement. Final retrospective payment at end of project. Final payment dependent on submission of finance returns and verified expenditure.

Primary contact details for Pobal. Joint applications: If the Lead Organisation is a Local Authority, the LCDC completes Questions 1-7. If the Lead Organisation is another body, the CYPSC completes 1-7. Please confirm the names of both committees in Q. 20 – Proposed governance and reporting structures for the project.

25 Questions 8-19 Complete this section if your application is:
A CYPSC application. A joint application where the Lead Organisation is not a Local Authority. Do not complete this section if your application is an LCDC/Local Authority application.

26 Questions 20-23 20. How will the project be managed?
Confirm the committee, Lead Organisation and the organisations delivering project actions. How will your committee and Lead Organisation manage/supervise the project together? How will you manage organisations delivering actions on behalf of the project? Who do people report to? Will formal agreements be used? 21. How will project finances be managed and accounted for? What financial systems are in place to track and verify expenditure? How will you verify the expenditure of organisation delivering Healthy Ireland actions? Who manages the budget? How will expenditure be reported on? 23. How will you ensure that the project can meet the timeline?

27 Action Table Viability of Proposal
Start Date Healthy Ireland activities cannot start before the date of your decision letter. End Date Actions must complete by 31st March 2018. Description of Action Provide clear detail of what the initiative will do. Use more than 3 or 4 sentences if necessary. Only describe the activities that will be funded by Healthy Ireland.
