10 Common Characteristics of Rivers in Bihar
Bihar, in North, is a courtyard of Himalayan rivers, south Bihar is a backyard of rivers flowing from the hills of Chotanagpur and Rajmahal. 17.2% of total flood prone area of the country falls in Bihar North- planes of Bihar, adjoining Nepal, drained by number of rivers having their catchment areas in steep and geologically nascent Himalayas 65% of this catchment area of these rivers lies in glacial region falling in Nepal/Tibet, receive very heavy rainfall during monsoon increasing the discharge level 50 to 90 times larger than normal time. 76% of the population in north Bihar live under the recurring threat of flood 56% of total geographical area covering 28 districts in north Bihar is flood prone. continued

Directions and guidelines are sent by the DM Department to all district administration start preparation for tentative flood, in the month of March-April Meeting with ADMs (Relief)at state level every year in month of April-May , headed by Principal Secretary,DM Dept. Meeting of hon’ble Chief Minister with all the line departments and, Commissioners, DMs, SPs for pre-flood evaluation of all the preparation in month of June-July every year Daily monitoring of preparation done, through web-portal. 24 x7 functioning of state Emergency Operation Centre/ Control room. EoC buildings in 36 districts, constructed. Regular review and analysis of information/reports /data and advisory of heavy rainfall in catchment area, raising trends of river water level etc. received from IMD, CWC,MHA control room & District administration at SEOC level Co -ordination with State Water Resource Department and getting regular information regarding all river basins of Bihar. Timely dissemination of information regarding impending floods to the people of the area likely to be inundated through SEOC. Regular contact and coordination with the NDRF/SDRF teams prepositioned at different vulnerable districts continued

44 Consistent monitoring and connection with district administration through SEOC and quick transfer of resources/ specialized teams from one district to another if required during flood. Daily monitoring of damage assessment and relief distribution and collection/preparation of reports in prescribed format to avoid any discrepancy. ( format-1 & format-9) Daily report, also uploaded on departmental web-site and sent to media personnel. Real-time monitoring of any disaster incident through Whats-app group and payment of ex-gratia on same day of the incident.

Written directions for camp management have been issued to all District Magistrate. Registration of displaced person in camp is mandatory. Providing cooked food, two times, prepared by self help groups. Arrangements of mats and cots Distribution of money to purchase clothes as per the SDRF norms. Milk for children below 5 years, two times. (By COMPFED) Proper Arrangement of generator sets, diesel, kerosene for lighting drinking water and temporary toilets.
