3 About UN-Habitat in Pakistan
Resumed operations after the 2005 earthquake. Provides technical advisory and operational support to the Government at federal, provincial and local levels. Co-convener of the One UN Programme Strategic Priority Area on DRR/DRM, Chair of WASH Working Group & an active member of Shelter, WASH and Community Restoration clusters. Has a total portfolio of more than USD 115 million from 2005 to present.

The 2030 Development Agenda was adopted in New York on 25 Sept 2015 by Heads of State and Government. Includes 17 goals and 169 targets (126 outcome targets and 43 MOI targets).

8 Global Agendas related to Cities
Transforming our world: the 2030 development agenda, including 17 Global Goals and 169 targets. COP 21 Lima Paris Action Agenda (LPAA), Cities and Sub-nationals track: Compact of Mayors, CCFLA, Medellin Collaboration on Urban Resilience, etc. The New Urban Agenda offers a timely opportunity to concretize implementation partnerships for these goals/agreements.

Focuses on ‘Making Cities and Human Settlements Inclusive, Safe, Resilient and Sustainable’. Has 7 outcome targets and 3 MOI targets.

10 Potential impacts focus attention on urgent and unique urban challenges and future opportunities; empower all urban actors around practical problem solving; address the specific challenges of urban poverty and access to infrastructure; promote integrated and innovative infrastructure design and service delivery; promote land use planning and efficient spatial concentration; ensure resilience to climate change and disaster risk reduction.

13 Key Messages linking SDGs-COP21-H3
If effectively steered, urbanization is a transformative process, which can help overcome some of the major global challenges, including climate change mitigation and adaptation. Compact, walkable and connected cities can also reduce the capital and operating costs needed to provide basic urban infrastructure and services. Actively engaging with local authorities will help Parties to achieve ambitious Intended Nationally Determined Contributions. Despite their crucial role in accelerating climate action, cities have only marginally benefited from multilateral climate funds. If National Urban Policies are not well designed, there is a risk to increase poverty, inequality and ecological damage. Habitat III will offer a chance to explore the implications of the Global Goals and COP21 through an urban lens.

14 11.1 By 2030, ensure access for all to adequate, safe and affordable housing and basic services, and upgrade slums Proposed Indicator 1: Percentage of urban population living in slums or informal settlements Proposed Indicator 2: Proportion of population that spends more than 30% of its income on accommodation

15 By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons Proposed Indicator 1: Percentage of people living within 0.5 km of public transit [running at least every 20 minutes] in cities with more than 500,000 inhabitants Proposed Indicator 2: km of high capacity (BRT, light rail, metro) public transport per person for cities with more than 500,000 inhabitants 11.2

16 11.3 By 2030 enhance inclusive and sustainable urbanization and capacities for participatory, integrated and sustainable human settlement planning and management in all countries Proposed Indicator 1: Ratio of land consumption rate to population growth rate at comparable scale Proposed Indicator 2: Cities with more than 100,000 inhabitants that implement urban and regional development plans integrating population projections and resource needs

17 11.4 Strengthen efforts to protect and safeguard the world’s cultural and natural heritage Proposed Indicator 1: Percentage of budget provided for maintaining cultural and natural heritage Proposed Indicator 2: Percentage of urban area and percentage of historical/cultural sites accorded protected status

18 By 2030, substantially reduce the number of deaths, the number of affected people and the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations, including through humanitarian assistance. Proposed Indicator 1: Number of people killed, injured, displaced, evacuated, relocated or otherwise affected by disasters Proposed Indicator 2: Number of housing units damaged and destroyed 11.5

19 By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality, municipal and other waste management Proposed Indicator 1: Percentage of urban solid waste regularly collected and recycled (disaggregated by E-waste and non-E-waste) Proposed Indicator 2: Level of ambient particulate matter (PM 10 and PM 2.5) 11.6

22 11.b By 2020, substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans towards inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with Sendai Framework for Disaster Risk Reduction , holistic disaster risk management at all levels Proposed Indicator 1: Percent of cities with more than 100,000 inhabitants that are implementing risk reduction and resilience strategies aligned with accepted international frameworks that include vulnerable and marginalized groups in their design, implementation and monitoring Proposed Indicator 2: Population density measured over continuous urban footprint

23 11.c Support least developed countries, including through financial and technical assistance, for sustainable and resilient buildings utilizing local materials Proposed Indicator 1: Percentage of financial support that is allocated to the construction and retrofitting of sustainable, resilient and resource-efficient buildings Proposed Indicator 2: Sub-national government revenues and expenditures as a percentage of general government revenues and expenditures, including for buildings; own revenue collection (source revenue) as a percentage of total city revenue

24 Implementing SDG-11 Partnerships: focus on integration; avoid fragmentation; avoid excessive complexity Finance: expand multilateral and private sources; municipal credit-worthiness; strengthening municipal revenue; Governance: enhance the quality of relationships between key governance actors (NG-RG-LG-PS-CS): participation, transparency, accountability Measuring: global framework of indicators complemented by local indicator systems (citizen driven data, open data, geospatial data) Review: monitor how policies and investments are redirected and reprogrammed towards SDG-11

25 Engagement of Local Authorities
Participating in national Habitat III reports; organizing national urban forums; engaging in the intergovernmental process itself. Declaration of Summit of local governments at COP21 to link with Habitat III process. Planned World Congress of Local Authorities at the time of Habitat III. Working group on the roles of levels of government in implementing the NUA. Specific modalities of participation at the Habitat III conference still pending at 2nd Committee of GA.
