4 Draft Mission Statement
The City of Bexley’s material management mission is to dramatically reduce its contribution to the landfill, improve the quality of life for its residents, and provide environmentally sustainable opportunities for businesses, institutions and industries. The mission will be pursued using the waste hierarchy strategies of prevention, reuse, recycling and other recovery by improving public education and prioritizing sustainable fiscally responsible programs and infrastructure.

5 Goals for ZWP Goal 1-2017 – Develop Data Collection Strategy
Goal – Develop Data Collection Strategy Objective – Establish baseline statistics using known data sources including: City/hauler records Survey responses SWACO Ohio EPA data Ohio Development Services Agency National statistics Other Objective – Require disposal and diversion statistics from service providers (add contractual language when appropriate). Objective – Identify measurable outcomes for programs, projects, and activities that cannot be measured volumetrically (i.e. number of presentations given, total advertisements placed, etc.). Objective – Periodically evaluate data collection strategy and make improvements as necessary.

6 Goals for ZWP Goal – Improve Residential Sector (single family, multi-family) Waste Management Objective – Evaluate existing residential collection services Objective – Use waste hierarchy to evaluate residential sector service improvements (i.e. organics, HHW, electronics) Objective – Evaluate eliminating plastic bags and other unnecessary packaging Objective – Evaluate opportunities to improve materials management for residents in multi-family housing units.

7 Goals for ZWP Goal – Improve Commercial Sector (restaurants, theatres, shops, medical businesses etc.) Waste Management Objective – Evaluate existing commercial collection services Objective – Use waste hierarchy to evaluate commercial sector service improvements (food waste, cardboard, glass, paper, plastic, metals) Objective – Evaluate eliminating plastic bags and other unnecessary packaging Objective – Evaluate opportunities to improve materials management for commercial facilities in strip malls.

8 Goals for ZWP Goal – Improve Institutional Sector (hospitals, schools, university, government) Waste Management Objective – Evaluate existing institutional collection services Objective – Use waste hierarchy to evaluate institutional sector service improvements Objective – Evaluate contract opportunities to improve materials management for institutional facilities.

10 Goals for ZWP Goal 6-2017 – Establish Education and Outreach Program
Objective – Develop an education and outreach plan for each target audience (residents, commercial businesses, institutions, etc.) Objective – Develop Bexley Zero Waste content for Facebook and/or City website page. Objective – Prepare topical videos which focus on sustainable practices that could include backyard composting, recycling, providing re-useable materials to Habitat Restore, etc. Distribution of the videos would take place through social media. Objective – Develop and promote a web-based directory of local reuse and recycling options for all types of materials

11 Goals for ZWP Goal – Identify needed infrastructure (processing or waste management facilities). Objective – Create a list of needs for processing or waste facilities for the City of Bexley. Objective – Present the list of needs to SWACO. Objective – Identify other political subdivisions to engage in a discussion about shared processing or waste management facilities.

12 Goals for ZWP Goal 8-2017 – Zero Waste Plan Implementation
Objective – Determine future role of Green Team. Objective – Identify City of Bexley departments that will be responsible for implementing plan recommendations. Objective – Work with other Bexley organizations to implement plan recommendations. Objective – Assist other organizations with establishing individual Green Teams.

13 Goals for ZWP Goal 9-2017 – Develop a waste diversion plan
The Zero Waste Plan will include Goals 1-8. The Zero Waste Plan shall be consistent with the SWACO Solid Waste Management Plan. The Plan shall identify methods to encourage City businesses and institutions to adopt and achieve their own zero waste initiatives. The Plan shall also provide recommendations and priorities on procurement policies, recycling programs, organics, household hazardous waste, special materials (e.g. electronics), and construction and demolition debris management for the City as well as entities doing business in the City.

14 Goals for ZWP Goal 10-2017 – Submit Zero Waste Plan to City Council
Objective – The Green Team shall submit a draft Zero Waste Plan for review by Bexley City Council (September 2017).

“Zero Waste means designing and managing products and processes to systematically avoid and eliminate the volume and toxicity of waste and materials, conserve and recover all resources, and not burn or bury them.” (Seattle Public Utilities) “Zero Waste is the City’s goal to minimize the final disposal of waste materials as completely and rapidly as possible. This reduction will be achieved using a combination of environmentally sound strategies with an emphasis on education, on source reduction and reuse and on recycling and composting.” (City of Oberlin, Ohio, 2013) “Zero Waste is a goal that is ethical, economical, efficient and visionary, to guide people in changing their lifestyles and practices to emulate sustainable natural cycles, where all discarded materials are designed to become resources for others to use. Zero Waste means designing and managing products and processes to systematically avoid and eliminate the volume and toxicity of waste and materials, conserve and recover all resources, and not burn or bury them.” (Zero Waste International Alliance)
