Hispanics make up 16% of the US Population; 52.5 million people Only 13% of Latinos currently hold a bachelor’s degree. Latino Students also account for the largest dropout rate at a little over 50%

Founded in 1986 by 18 original colleges and universities to provide a unified voice for Hispanic Higher Education Represent over 450 Hispanic Serving Institutions (HSI), divided equally among 2 year and 4 year institutions.

5 HACU Development Hispanic Serving Institution (HSI) defined by Congress in the 1992 Higher Education Act (HEA) Reauthorization Act First Appropriations for HSIs by Congress in 1995 ($12 M) Expansion of Title V in HEA of 2008 to include a graduate program provision

13 Hispanic-Serving School District (HSSD) Affiliates
HSSD Advisory Council established Initiatives include: Establishing baseline data of college outreach activities Latino College Planning and Testing Initiative Recommendations for key legislation affecting K-12 There are more than 2,100 school districts in the U.S. with 25% or more Hispanic student enrollment. HACU has established an HSSD Advisory Council Initiatives underway include: - Surveying of HACU members to establish baseline data of what college outreach activities currently exist throughout the country - Creation of a Latino College Planning and Testing Initiative - Recommendations for key legislation affecting K-12

Passage of Farm Bill, the Food, Conservation and Energy Act of 2008 Creates Hispanic-serving Agriculture Colleges and Universities Creates 5 new programs for HSACUs Ag appropriation increase from $6.2 million to $9.2 million for Hispanic Education Partnership Grants. Passage of HEA reauthorization SAFRA-STEM Funds for MSIs

16 HSI Provisions in Reauthorization of Farm Bill
Title VII HSI Grants reauthorized (new funding authorization: $40 M) Hispanic-Serving Agriculture Colleges and Universities (HSACUs): (i) Qualify as HSIs; (ii) Offer associate, bachelors, other accredited degrees in ag/related fields Endowment Fund for HSACUs Capacity-Building Grant Program for HSACUs HSACU Grants for fundamental /applied research.  HSACUs Eligible for Internat’l Ag Research and Extension. HSI Agricultural Land National Resources Leadership Program.

17 Appropriations Homeland Security –University Programs Funding – FY 2010 $49.3 million House and Administration level is $36.6 million. Agriculture- Senate doesn’t have bill, increase House recommendation of $7.8 million. (Feinstein and Kohl). Last year was $9.2 million.

19 HSI Recommendations for the ESEA Reauthorization
Title I – programs to increase culturally and linguistically early childhood teachers. Title I – Funding to train STEM competent teachers for HSSDs. Title II – training of elementary, middle, and high school teachers with cultural and linguistic competency to address needs of Hispanic and other English Language Learners Leadership programs for principals and superintendents with cultural competencies for HSSDs. Loan forgiveness programs for teachers at HSSDs.

22 MOU Development MOU’s are vehicles to build upon relationships with federal agencies. Current MOU’s in development include Department of Transportation Department of Energy State Department Agency for International Development

23 Wal-Mart Student Success Collaborative
The Collaborative, as a pilot project, will: Identify successful intervention strategies for supporting student success. Disseminate and support implementation of these strategies. Build a community of practice among participating MSIs around student success. Assist participating institutions to increase the number of students completing their academic programs. These activities will strengthen the MSI contribution to the 2020 national goal of 60 percent of Americans with a college degree.

26 HACU National Internship Program
Places students in federal and corporate internships in the summer, spring, and fall of each year. Started in 1992 with only 24 students and one internship site. Serves nearly 700 students per year at over 40 internship sites nationwide; continuously growing.

Summer Fall Program Dates June 3-August 13 (Dates for quarter-system students June 20 through August 27) August 25-December 10 Regular Deadline February 25, 2010 June 17, 2011 Notes Applying prior to mid-December is a good idea for students interested in pursuing corporate internships Application opens April 2011

Paid internships (stipend per week) Sophomore/junior: $450 Senior: $480 Graduate students (including law, business, medicine): $550 Free airfare to and from internship site Orientation in Washington, DC with paid travel and lodging Housing arrangements facilitated/secured by HNIP staff Opportunities for additional professional development

29 Requirements Be enrolled in a degree-seeking program
All applicants must: Be enrolled in a degree-seeking program Associate, bachelor, graduate, and professional degree (law, medical, business) students from all academic disciplines are welcome to apply Finish their first year of college before the internship begins A student graduating in May can apply for the following summer program Be authorized to work in the United States Have a 3.0 GPA (preferred but not mandatory) All individuals, regardless of race, sex, age, sexual orientation, or disability, may apply. 33 Who we are looking for… While the general acceptance rate for most majors is around 20%, there is particular need for more applicants from following majors: Accounting, agriculture and environmental sciences, health and human sciences, criminal justice, communications, urban planning, epidemiology (PhD), management, earth sciences, engineering, computer science/IT, library science, human resources, management

Applications are matched to internship descriptions provided by sponsoring organizations. Hiring managers at sponsoring organizations pick their top candidates and may ask for a phone interview. Typically one to two month in advance, students are notified about their selection and decide on the opportunity.
