1 GTFORCIDI Summary of mandates and proposal for streamlining sectoral ministerial processes

2 GTFORCIDI mandates 1. Establish the 2030 Agenda as the general framework for CIDI’s work Included in the OAS Strategic Plan 2. Schedule CIDI sectoral meetings for the next 4 years Draft Schedule includes ministerials and committees 3. Set guidelines for format of CIDI’s ministerial meetings 4. Set guidelines for agendas for ministerial meetings All would be covered by document with Guidelines for OAS Ministerial Processes 5. Set general guidelines for working documents & drafting of mandates 6. Set a planning meeting with troika and authorities 7. Establish regular sectoral dialogue in CIDI 8. Review the structure of inter-American committees and their rules of procedure New set of rules that will apply to all committees 9. Implement coordination mechanisms among sectoral processes and within CIDI/ SEDI CIDI work plans to include dialogue on sectoral priorities 10. Promote crosscutting coordination between Technical Cooperation section and all its departments Mandate for the SEDI Secretary

3 Why update CIDI ministerial process?
Need for substantive and productive policy dialogue. Need to regularize the process and make it predictable. Need to establish mechanisms for continuity and proper follow-up and implementation of mandates. Need to coordinate ministerial meetings, inter-American committees and CIDI. Need to plan ministerial processes according to available resources (SEDI budget allows for a max of 5 formal sectoral meetings a year).

6 Proposal for new OAS Ministerial Process Cycle
Purpose: High-level policy dialogue and setting of priorities. Outcomes: Resolution/Declaration defining priority topics, common agenda and policy positions, and mandates. Audience: Ministers and high-level authorities. Frequency: every 3 years. Venue: member state or OAS-HQ. Organizer: Host-country & OAS Secretariat Costs: Host-country & OAS Regular Fund 1. Ministerial Meeting Purpose: Confirm formal agreement on documents for Ministerial. Outcomes: Agreed-upon documents for final approval at the ministerial. Audience: Permanent missions and experts. Frequency: 3 months prior to next Ministerial. Venue: OAS-HQ. Organizer: OAS Secretariat in coordination with Chair of ministerial process. Costs: OAS Regular Fund (or host-country if not at OAS-HQ) 6. Preparatory Meeting Purpose: Ensure continuity of the ministerial process and implementation of ministerial decisions. Outcomes: Draft work plan for implementation of ministerial decisions. Audience: Troika of ministerial process and sectoral authorities (chairs of working groups). Frequency: 3 months after ministerial meeting. Venue: OAS-HQ or tele/video-conference. Organizer: OAS Secretariat Costs: Host-country & OAS Regular Fund 2. Planning Meeting 3 years cycle Purpose: Informally discuss and negotiate documents to be approved at the Ministerial. Outcomes: Draft documents for approval at the ministerial. Audience: Permanent missions and experts. Frequency: 6 months prior to next Ministerial. Venue: OAS-HQ. Organizer: OAS Secretariat in coordination with Chair of ministerial process. Costs: If needed, hot-country or OAS Regular Fund (subject to resource availability) 5. CIDI Discussions/Negotiations Purpose: Align policy dialogue in CIDI with sectoral processes and review work plan from sectoral authorities. Outcomes: Work plan with comments from delegations. Audience: Permanent missions. Frequency: 3 months after planning meeting. Venue: OAS-HQ. Organizer: OAS Secretariat Costs: OAS Regular Fund 3. CIDI sectoral dialogue Purpose: Assess progress on implementation of ministerial mandates and identify topics and agenda for next ministerial. Outcomes: Guidance to the secretariat on work priorities and agenda topics for next ministerial. Audience: Technical experts + permanent missions. Frequency: 1 year prior to next Ministerial. Venue: OAS-HQ. Organizer: OAS Secretariat in coordination with Chair and authorities of ministerial. Costs: OAS Regular Fund (or host-country if not at OAS-HQ) 4. Inter-American Committee Meeting

7 Setting of Ministerial Schedule 2017-2021
Considerations Calendar not the end on itself but just a planning tool. Based on a 3-year cycle of interlinked meetings. Takes into consideration recent ministerial and upcoming ones. Mandate is for 4 year calendar, but with a predictable cycle it can be extended indefinitely. Based on current budgetary allocation for ministerials.

10 Expected Outcomes of official guidelines for ministerials
Establish/explains the sequence of meetings for a sectoral processes (ministerial, committee, planning, CIDI). Establish clear rules to be followed by the secretariat for setting of agenda and drafting of documents for ministerial meetings (including mandate docs). Defines the role of inter-American committees (aligned with ministerials to monitor implementation). New format for committees will provide flexibility, efficiency and focus on policy dialogue.

11 Rules of procedure for ministerials and I-A Committees
Review rules for Ministerials Update existing rules to improve the conduct of ministerial meetings. Focus on facilitating substantive policy dialogue. Aligned with the ministerial cycle. Review rules for Inter-American Committees Homogenize and update existing rules to improve the conduct of I-A Committees. Flexibilize committees to facilitate meetings, participation and decision making. Align the work of committees with ministerial cycle.
