Enrollment AND Academic Performance in TX Public Higher Ed. in FY 2013 15 * Texas Education Code 51.403(e) requires this report to be included in the Annual Report  Student performance is measured by the GPA for 2011-2012 HS grads who attended public four-year and two-year higher education in FY 2013. four-year and two-year higher education in FY 2013.  The GPA & semester credit hrs. earned in fall 2012, spring 2013, & summer 2013 are added together & averaged to determine the GPA.
