1 | emwd.org Indirect Potable Reuse (IPR) Public Outreach and Preliminary Design Services Joe Mouawad, P.E. and Jolene Walsh August 11, 2016

2 | emwd.org Outline Overview of IPR Public Relations/Outreach Services Preliminary Design Schedule Recommendations

3 | emwd.org IPR Program: Objectives IPR identified as a component of Triennial Strategic Plan Long-term sustainable water supplies at reasonable cost Water supply reliability during periods of drought Groundwater sustainability through artificial recharge Maximum utilization of recycled water Regional salinity management pursuant to the Regional Board Basin Plan objectives

4 | emwd.org Background 2014 – IPR Phase I Study – San Jacinto IPR feasibility study – Blending water requirements – Alternatives treatment processes – Brine management – Program costs 2016 – IPR Program Definition – South Perris IPR feasibility study – Groundwater modeling in San Jacinto Upper Pressure Management Zone – Salt and nutrient balance – Regulatory agency interface – Identify preferred IPR approach – Grant funding, $450,000

5 | emwd.org IPR Feasibility Study: San Jacinto Groundwater Basin Concept Water supply strategy for East Valley has evolved: – Reduced groundwater production due to adjudication – Need for near-term potable supply augmentation – Advancement of water banking/conjunctive-use IPR provides: – Supply reliability with additional recharge in the basin – Mitigates over-draft condition – Satisfies the maximum benefit commitment by removing salt

6 | emwd.org Preferred IPR Program: Maximize San Jacinto Basin Using Partial Reverse Osmosis Blend of Tertiary Recycled Water and Reverse Osmosis Permeate

7 | emwd.org IPR Feasibility Study: San Jacinto Upper Pressure Management Zone IPR Concept – Facilities Proposed Recycled Water Pipeline Hemet Filtration Plant

8 | emwd.org Preferred IPR Program: Capital Cost and Phasing Facility Capital Cost ($) Millions Phase IPhase II RW Pipeline 2.5 miles 36” diameter $16.7$0 RO Pipeline 4.5 miles 16” diameter $12.3$0 Advanced Treatment Phase I – 1.5 mgd $23.6$43.0 Phase II – 3.3 mgd (4.8 mgd total) Brine Management Phase I – 0.1 mgd $6.7$21.6 Phase II – 0.3 mgd (0.4 mgd total) Replacement Extraction Wells Phase I – 1 well Phase II – 2 wells (3 wells total) $5.1$11.1 Total$64.3$75.7 Notes: The RO pipeline cost assumes a new pipeline between the advanced treatment facility and the RW pipeline downstream of the Alessandro Ponds. Costs for recharge basin development and improvements are included in the conjunctive-use program. Three replacement extraction wells are assumed as a placeholder until the results of the groundwater modeling are available.
