6 Pennsylvania Coal Strike 1902 You are part of a committee set up to resolve the problem of the coal strike of 1902. President Roosevelt will be looking to you for advise on what his action should be. Make a list of information necessary to understand the problem surrounding the coal strike of 1902.

7 The Coal Strike of 1902  The Main Players – John Mitchell – George F Baer – Teddy Roosevelt  The Problem  The Solution – 1. Send Federal Troops to Break the strike – 2. Send Federal Troops to seize & operate the mines – 3. Stay out of the Dispute – 4. Pressure both sides to negotiate a settlement

8 Conference 1. Meet with someone who supports the same solution as you. (Same Color) Everyone in the group needs an in-depth understanding of your proposed solution so you can explain/advocate for it at the conference. 2. Meet in groups with representatives proposing other solutions. Each person should explain their proposed solution and why it is the best course of action for Roosevelt. 3. What solution do YOU recommend for President Roosevelt and WHY?

Roosevelt set up a neutral commission with 7 representatives First time in a labor dispute in which the gov’t intervened as a neutral arbitrator Most miners given 10% raise (instead of 20%) 9 hour work day (instead of 8 or 10) Owners still refused to recognize union but did form arbitration board for future negotiation
