Raumati Road Corridor Consultation and Corridor Assessment 642731

Undertaken between Nov – 11 December 2015 Paraparaumu/Raumati Community Board meeting Workshop with key stakeholders Awareness campaign using Council website, walkover meetings, and media statement Questionnaire Open day at Raumati Beach School Fair Community Consultation

pedestrian safety and traffic flow of greatest importance to the community favoured an off road option for a future cycleway perceived conflict between users so a shared ped/cycle facility not preferred no clear preference between a north or south side route for cycleway Consultation – Key findings

Crash history Transportation Demands/Intersection Performance Intersection options Link options Design & Assessment

One serious crash in 2015, 4 minor, 29 non- injury in preceding five years Highest number of crashes (16) around Rosetta Road / Margaret Road intersections (2 minor) 24% of crashes involved cyclists / pedestrians / motorcyclists 50% of crashes rear-end / obstruction and 25% crossing / turning crashes Crash History

2015 surveys, forecast flows in 2031 (with expressway changes) from KCDC model 2015 intersection performance is acceptable (compared with industry standards) 2031 intersection performance is very poor at Matai Road, Hillcrest Road and Rosetta Road / Margaret Road Transportation Demands/Intersection Performance

Matai Road – options to improve safety (potentially could reduce accessibility) Hillcrest Road – roundabout to improve safety and efficiency (linked to school / college changes) Weka Road – no efficiency issues – potential for safety and urban design improvements Rosetta Road / Margaret Road – options to improve safety and efficiency Intersection Options

Improved pedestrian and cyclist connections along Raumati Road connecting to expressway Retain existing carriageway width to allow for on-road cyclists. Retain footpath on southern side. Cycle path to be located on North side of Raumati Road. This reduces the number of vulnerable users crossing Raumati Road near the Expressway, and avoid crossing Matai Road Proceed with design for cycle path north side through the CWB ‘Stride n Ride’ programme - Design March (2015/16) Construction 2016/17 - Current budget allocation $400,000 Recommendations

Proceed with design for Raumati Road/Hill Crest roundabout and include provision for crossing for cyclists - Design 2015/16 - Current budget allocation $60,000 As an extension to Hill Crest roundabout, and Kapiti College Art’s Centre development, assess the ‘Weka Road triangle’ for road safety improvements - Investigate and Design 2015/16 Consider traffic calming left turn movement into Matai Road due to safety concerns for the vulnerable road users on south side footpath. - Investigate and report 2015/16 Recommendations
