2 Introduction Pradhan Mantri Awaas Yojana (Gramin) (PMAY(G)), the new scheme is to realize the government’s vision of providing “Housing for All by 2022” and providing universal access to housing in rural areas. The focus under PMAY(G) would be on construction of quality and disaster resilient houses by the beneficiaries by using cost effective, appropriate and innovative technologies. The effort of the central government is being supplemented by the Government of Tamil Nadu by providing additional funds for RCC roofing.

3 Selection of Beneficiaries
Socio-Economic Caste Census-2011 (SECC-2011) data is will be used to identify beneficiaries through Grama Sabha considering the parameters for exclusion and criteria for automatic inclusion. Out of 12,524 Gram Panchayats in Tamil Nadu, SECC-2011 data of 12,382 Gram Panchayat have been downloaded from AwaasSoft website and circulated to the respective Gram Panchayat. SECC-2011 data of remaining 142 Gram Panchayat is not available in AwaasSoft.

11 Amma Cement Supply Scheme
The Government of Tamil Nadu has introduced a scheme called the AMMA cement supply scheme. This scheme provides PPC cement at the cost of Rs.190/bag for lower and middle income group for the construction/repair of 50 bags per 100 sq.ft. A maximum of 750 bags is provided under the scheme. AMMA Cement will be supplied to PMAY(G) scheme beneficiaries at a cost of Rs.190 per bag.

12 Cement supply through TANCEM
The RD department has tied up with the TN cement corporation limited who are entrusted with the job of calling for tenders for supply of cement for all rural development works. At present there are 6 approved private suppliers. OPC cement is supplied at the rate of Rs.235/bag. The TN cement corporation also provides supply of OPC cement from its own manufacturing unit in Ariyalur

13 Supply of Steel and Steel Doors & Windows
For the procurement of steel rods, steel doors and windows, tenders are invited at the district level by the PD, DRDA for finalising the annual rate contracts. Department provides standardised bidding documents which details the quality parameters and standards to be adopted. 320 Kg of steel will be issued to each house. One steel door of size 0.9x2.1m and 2 steel windows of size 0.9x1.2m will be provided to each house, if the beneficiary desires.

14 Material supply by Department
After issue of work order, the overseer at the block level will undertake site marking. At the time of site marking the overseer will sensitise the beneficiary on the following, about the dimensional details of the building, specification to be adopted, quantum of various materials required, the details of the materials that will be provided by the department the stage wise details of release of payment etc The overseer will also explain the procedure and conditionalities for receiving cement, steel from the departmental godown.

15 Material supply by Department (cont.)
After completion of earth work for foundation and collection of other materials like aggregates, bricks, sand etc by the beneficiary, the overseer recommends for release of cement from the departmental godowns which are located in the Block office campus. Cement is released to the beneficiaries in 4 stages, At the time of commencement - 25 bags After completion of Basement - 24 bags After completion of Lintel level - 34 bags After Roof Laid bags _________ Total – 104 bags Similarly, steel is issued at basement level and also when the house reaches the roof level stage. Steel doors and windows are provided in the plastering stage

16 Advantages The centralised procurement of the critical materials enables the department to negotiate with the suppliers for better pricing. The departmental issue of cement and steel ensures that the beneficiary is insulated from the cost variations in the open market. By standardising the procurement process, the quality of materials is ensured since QC and testing is made mandatory at the time of supply itself. The provision of material enables the poor beneficiary for completing his house even with limited resources.

17 Other initatives The RD department has also taken up various other efforts for the implementation of the housing programme which include, Training of masons Manufacturing of bricks through SHGs Through PVP project mason training given for 6515 persons

18 Payment Details Payment will be made in the following stages upon completion of the stage Upto Basement level Rs. 34,117/- Basement to Lintel Rs. 34,090/- Lintel to Roof laid Rs. 47,026/- Completion in all respect Rs. 54,767/- Total Rs. 1,70,000/- The material any issued to the beneficiary is deducted from the running bills and the net amount is paid to the beneficiary

19 Valuation Certificate
Valuation Certificate is adopted for Payment to beneficiaries after completion of each stage. Payment is made in four stages

20 Execution Work order is given by Block Development Officer
Materials issued by Overseer Marking and measurements done by Asst.Engineer/Union Engineer Check measurement done by Assistant Executive Engineer of the Sub-Division Bills passed by Block Development Officer Photo submitted for each stage of completion. Payment released through PFMS.

21 Inspection Overseer & Assistant Engineer 100% work from marking to completion of each house and taking measurements in all stages Assistant Executive Engineer 100% of the work should be inspected and check Measured Block Development Officer 25% of the work should be inspected before Making payment. Other officers like Districts Collector, PD, DRDA, EE, APOs also inspect and monitor the progress.
