3 Inhabitants and Motivation Quakers- motivation was to escape religious persecution in England Germans and Scots-Irish Penn hired people and published notices in Europe promising religious/political freedom and generous land terms

4 Structure of Society Colonial council made of tax paying landowners Council had power to make laws and administrate the government There was a governor that could veto any laws Women were equal to men
