2 Chapter – I History of Rural housing Commitment of the Government “Housing for All by 2022” Re-structuring of IAY into PMAY-G to achieve the objective of Government

3 Chapter – II Key features of PMAY-G – Providing assistance for construction of 1.00 crore houses in rural areas over the period of 3 years from 2016-17 to 2018-19. – Minimum unit size 25 sq.mt including area for hygienic cooking excluding toilet. – Unit assistance Rs. 1.20 lakh in plains and Rs.1.30 lakh in hilly states, difficult areas and IAP districts. – Mandatory – toilet (Rs.12,000/-) from SBM/MGNREGA or dedicated source, 90/95 days of unskilled wage labour under MGNREGA – Identification of beneficiaries using SECC-2011 data. – Setting up of National Technical Support Agency at national level – Facilitating beneficiaries to avail loan from Financial Institutions for an amount of upto Rs 70,000.

4 Chapter – III Financial arrangements and targets State given flexibility to utilise upto 2% (5%) of budgetary allocation for Special Projects. States to propose the annual target within the overall target for three years. States to decide proportion of SC/ST within the 60% allocation of target. On saturation of SC/ST and Minorities, no targets for these categories. States to the extent possible, may ensure that at least 3% of beneficiaries at the State Level are from among persons with disabilities. States may follow a saturation approach using the Gram Panchayat, Block or District as a unit (advisory and not mandatory)

5 Chapter – IV Identification and selection of beneficiaries Beneficiaries who are houseless and living in 0, 1 & or 2 room kutcha house (both wall and roof kutcha) as per SECC-2011 considered Verification and finalisation of Priority List by the Gram Sabha/ /Village Sabha/Palli Sabha or lowest unit of local self government as recognized by the respective State Panchayat Act Appellate Authority constituted for redressing grievances. Updation of priority list based on claims submitted and verified by Gram Sabha The additional priority list to be prepared, Gram Panchayat and community wise. Based on annual target assigned, State/UT government shall distribute category wise targets to respective Districts and enter the same on AwaasSoft. While distributing targets priority may be accorded to Gram Panchayats covered under SAGY, Rurban Cluster and where strong social capital has been developed through Women Self Help Groups under DAY-NRLM

6 Chapter – V Construction of house The classification of an area as difficult within a State, is to be done by the State Governments. The Empowered Committee for the programme shall approve the state classification. Sanction order shall be individually generated in AwaasSoft for each beneficiary with a distinct PMAY-G ID and QR code. The first installment to be released to the beneficiary within a week (7 working days) from the date of issues of sanction. The construction of house should be completed in 18 months from the release of first instalment Total number of instalments (not exceeding 4) and the quantum of each installment to the beneficiary to be decided at the beginning of year. All States/UTs must mandatorily pay the last instalment after completion of the house. States/UTs have to map instalments other than the 1 st and the last to different stages / levels of their choice from among the following in Awassoft :- – Foundation, Plinth, Windowsill, Lintel, Roof level, Roofcast

7 Chapter – VI Beneficiary Support Services – Sensitization workshop for the beneficiaries – Develop House Design typologies, designs and estimates – Mason Training and Certification – Plan for unified souring of construction material – Support to old and disabled beneficiaries – Facilitating loan to beneficiaries from Banks for upto Rs.70,000/-

8 Chapter – VII Implementation and Support Mechanism – Setting up of National Technical Support Agency at National level – The State Government to identify technical institutions of repute or building centres to provide technical support in the construction of the house. – the institution to monitor training of masons and assist the beneficiary in construction and completion of the house – The States shall set up a dedicated Programme Management Unit (PMU) at different levels viz., State, District, Block/Block level Panchayat – Every house sanctioned under PMAY-G to be tagged to a village level functionary – The States/UTs should prepare a comprehensive annual plan for implementation PMAY-G. It should contain the District-wise Plan highlighting the strategy that is to be adopted for saturating priority households – States shall have Committee at the State (chaired by Chief Secretary) and District (Chaired by Collector) Level comprising of officials implementing different components of the Annual Action Plan, public representatives and elected members. – Involvement of SHGs accredited with NRLM in different aspects of construction of the house.

9 Chapter – VIII Convergence – Convergence for basic amenities will be ensured so that the beneficiary has access to basic amenities in addition to housing – The schemes sought to be converged for providing basic amenities are:- Toilets – SBM/MGNREGA or any other dedicated source Compensate wage loss – MGNREGA Drinking Water – NRDWP Electricity connection – DDUGJY Solar energy – Schemes of MNRE Solid and Liquid waste management – SBM Production of building materials, development of land, soil conservation etc – MGNREGA

10 Chapter – IX Reporting and Monitoring Performance – Performance to be monitored on specific parameters viz., fixing targets, registration of beneficiaries, issue of sanction, freezing of accounts of beneficiaries, release of 1 st instalment, completion of houses of previous year and current year. – Proactive disclosure of all components of implementation of PMAY-G – Audit of Accounts by Chartered Accountant – Social Audit in every GP at least once in a year – Monitoring by Government of India Implementing agencies Community / participatory monitoring

11 Chapter – X Fund Management and Release – Single State Nodal Account (SNA) in Scheduled Commercial Bank – Transfer of funds from SNA electronically through FTO – Savings bank account at the District Level only for Administrative funds – If the beneficiary opts for loan, assistance under PMAY-G to be transferred into the loan account. – Supply of material in lieu of financial assistance need prior approval of EC. Transfer of funds to supplier through FTO. – State shall be unit for purpose of release of funds. All conditions and percentage of utilisation to be reckoned at State Level. – Release of 2 nd instalment only on achievement of time bound physical progress with regard to fixing targets, registration of beneficiaries, issue of sanction, release of 1 st instalment, and completion of houses of previous year – State share to be released within 15 days of receipt of Central Share.

12 Chapter – X Contd…. Fund Management and Release – Funds from State Consolidated fund to be transferred to SNA in 15 days. Non-compliance will attract penal interest of 3%. – Proposal for 2 nd instalment would not be accepted after February – Balance funds to be re-allocated among states who submit proposal for addl. funds by January – Administrative fund would be released in 2 instalments alongwith programme fund to the State Consolidated Fund – Transfer of administrative fund from SNA to the State and Districts through FTO – Any unspent amount of administrative fund of previous financial year would be adjusted from the 2 nd instalment of the current year.

13 Chapter – X Contd… Fund Management and Release – Special projects to meet both natural and manmade calamities and to provide immediate relief. State may sanction special project for eligible beneficiaries upto 2% (5%) of State allocation. Approval of Government of India not required in respect of 2%. – Erstwhile Rural housing scheme Separate accounting for erstwhile rural housing scheme (IAY) States to submit a proposal for settlement of accounts on completion of houses under IAY Committed Liability - States may submit a proposal for release of Committed Liability after utilisation of 60% of the total available funds during the financial year 2016-17.

14 Administrative Expenses  4% of the funds released to the States shall be utilised for administering the scheme. Upto 0.5% of the release could be retained at the State level and the balance shall be distributed to the districts in proportion to their targets.  The administrative expenses shall be shared by the Centre and States in the same ratio as applicable to the main programme expenditure.  The items of works that are permitted to be incurred under administrative expenses are as follows:- – Activities to sensitise and impart habitat and housing literacy to beneficiaries and development of prototypes of house typologies for demonstration; – Cost of supervision and monitoring of scheme implementation including mobility, IT (hardware and software) and Communications systems, office contingencies, etc; – Cost of setting up and operating PMU, including hiring of personnel on contract; – Cost towards Training and certification of Masons; – Training of Community Resource Persons (CRPs) viz., NRLM compliant SHGs, Asha worker, anganwadi worker and NGOs; – Social audit and IEC Activities; – Payment of honorarium to CRPs and service charges to NGOs; – Training of officials and elected representatives of Panchayats including exposure visits; – Conduct of assessments and evaluation studies; – Cost of demonstration of Innovative technologies and works related to housing, – Cost of engaging IIT/NIT or other institutes of repute as State Technical Support Agency. – Incentive to beneficiaries and field level functionaries for early completion of the house.

15 Other provisions Grievance Redressal – Grievance redressal mechanism set up at different levels of administration viz., Gram Panchayat, Block, District and the State. – The official tagged at each level is responsible for disposing of the grievance / complaint within a period of 15 days from the date of receipt – Awareness needs to be provided to the people regarding the procedure of lodging the complaints on the CPGRAMS portal – ATR on Complaints / Grievances forwarded by the Ministry should be furnished within one month.
