1 OPERATION SAFETY THE DAY AFTER

2 2 ANNOUNCEMENT: AT APPROXIMATELY 22:30 HOURS (10:30 pm), AN EF2 TORNADO TOUCHED DOWN AT THE INTERSECTION OF WEST STREET AND HYLAND AVENUE, TRACKING IN AN EAST TO NORTHEAST DIRECTION. SEVERAL BUILDINGS ON THE CAMPUS OF IOWA STATE UNIVERSITY SUSTAINED DAMAGE. WINDOWS HAVE BEEN BLOWN OUT IN THE TECHNICAL AND ADMINISTRATIVE SERVICES FACILITY (TASF). THE EXPOSURE LEFT THE BUILDING OPEN TO WATER DAMAGE AND DEBRIS, PARTICULARLY IN SPACES ON THE EAST SIDE OF THE BUILDING. ADDITIONALLY, THE TORNADO REMOVED THE ROOF FROM THE WEST SIDE OF HARLEY WILHELM HALL, DAMAGING AIR HANDLING UNITS AND THE ROOF EXHAUST SYSTEMS. THE BUILDING HAS SUSTAINED SIGNIFICANT WATER AND DEBRIS DAMAGE TO THE SECOND AND THIRD FLOORS. TORNADO/SEVERE WEATHER AWARENESS

3 3 Scenario Questions What are the notification methods the Laboratory will use to inform personnel of the situation? What resources are available for clean-up, repair, replacement and/or renovation? (Funding sources, subcontracts for labor and/or materials, expertise from other DOE or Federal facilities, leasing space from ISU, etc…) TORNADO/SEVERE WEATHER AWARENESS

6 6 DO NOT REPORT TO WORK! Roads are likely not passable Initially, only Emergency Operations Team members will be called for assistance Once more is known, your Supervision WILL CALL YOU with more information TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.

7 7 INFORMATIONAL AWARENESS Ames Laboratory website/social media Ames Laboratory email notifications Dedicated phone line (NEW!) Phone trees (encouraged at the department level) Do not call supervisor. If they are involved in Emergency Operations they do not have time and if not, they likely have no additional information. University website (Campus information) – SMS/Email/phone notifications TV/Radio/Web (General community/closure information) TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.

8 8 ASSEMBLE E.R.O. AND ACTIVATE E.R.C. Plant Protection (PPS) to notify Incident Commander (IC) and ESH&A Manager. IC (or PPS) will notify Emergency Response Operations Team (i.e., Director, Facility Manager (Murphy), Operations Coordinator (Vaclav), Safety Officer (Nelson)) IC will activate the Emergency Operations Center Coordinate additional actions with City, County, State and Federal Emergency Services TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.

9 9 INITIAL SITE AND PROPERTY ASSESSMENT Inspect exterior for damage (to extent possible) Only if structure appears stable and safe, enter buildings to assess interior damage Develop mitigation strategy to prevent any further damage Secure facility from unsafe entry Secure facility from obvious hazards Other measures to protect from weather exposure Downgrade or cancel emergency TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.

10 10 RECOVERY AND RECONDITIONING Initiate Continuity of Operations Plan Facility Manager, Emergency Coordinator, Director, and Essential Personnel Perform secondary damage assessments Assess whether buildings can be reoccupied or partially occupied Safe access, potable water, electrical, ventilation, etc. Relocate offices/laboratories as needed. Begin re-staffing efforts with essential personnel TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.

11 11 RECOVERY AND RECONDITIONING Initiate Contingency Plan for Business and Network Infrastructure/Services Business/network infrastructure Accounting, finance, and administration assets Emergency purchases and pre-bid contracts Bridge financing plans for recovery Emergency mitigation measures for damaged records Real and personal property assessments Human resource assessment, recall, and assistance TORNADO/SEVERE WEATHER AWARENESS Day 1…the storm has passed.
