Challenge Led Applied Systems Programme- Launch Event -An overview of Defra interests Giles Golshetti- UK Research Partnerships Manager

Defra’s strategy to 2020: creating a great place for living Environment – a cleaner, healthier environment, benefiting people and the economy Food and farming – a world-leading food and farming industry Rural – a thriving rural economy, contributing to national prosperity and wellbeing Protection – a nation better protected against floods, animal and plant diseases and other hazards, with strong response and recovery capabilities Impact Objectives 2

Reforming Defra Integrated 25 year environment and food and farming plans Great British Food Unit Open welcome good ideas wherever they come from open the environment to new people Modern Open data Capital investment Local Empowering individuals and communities Information, tools and structures to act Key Principles 3 RELEVANT TO THE STFC CLASP CALL!!!!

Earth Observation Fera Innovation Workshop, 15th March 20164 EO data can be used/integrated in a number of applications to: Provide new data sources Support policy development Provide new insight to reduce uncertainties Drive technological innovation Improve data sharing Improve efficiency Assess impact Save costs Applications Culture change Innovation EO data Other data

Defra Earth Observation Centre of Excellence (EO CoE) 5 The EO CoE formally launched on 16th October 2015 It is a virtual centre that brings together expertise from across science and delivery bodies o Defra organisations and o external partners, including the Devolved Administrations and the UK Space Agency’s Space for Smarter Government Programme (SSGP). The first flagship project for the EO CoE is the Earth Observation Data Integration Pilot (EODIP)

Earth Observation Data Integration Pilot It is focused on land management and the main applications include: o rural payments checking, o water quality monitoring, o assessing habitat condition, o forest monitoring and o monitoring of extensive upland protected sites. The pilot locations are Cumbria, Northumberland and Norfolk. The EO CoE will translate this approach into other priority areas such as air quality, aquaculture, plant health and marine. 6

Data driven Defra Key objectives: Open By Default - 8,000 open datasets to be published by summer 2016. Strengthening our data infrastructure - Catalogue and modernise our data tools. Building our data skills and capabilities - Develop data science skills across our analytical professions, and identify future training needs Making better use of data - Share data more effectively and efficiently across our networks. 7

CLASP CALL- Environment All have end-user focus- support policy + operational delivery o Themes include: Natural environment, plant/animal health Helps deliver on the key principles for Defra reform (integrated, open, modern, local) o Citizen science o Smart phones Wider themes embedded including urbanisation Finally…… Note the existing research landscape when designing bids, including work commissioned through:- o Space for Smarter Government Programme o Office for National Statistics o Defra EO Centre of Excellence o Catapult Future Cities Some observations about the challenge areas….. 8
