Component Elements (1: South Shore Core Marina) 186 Berth marina facility and associated amenities (exact limits and layout to be determined through design process) Covered berths Harbor master and restroom buildings Pedestrian promenade and related amenities where one does not currently exist Floats and materials Piles and materials Agency permitting (for the total downtown marina project) Vehicular circulation from Weber to marina access points Other elements required to provide a functional marina

Component Elements (2: South Shore Non-Core Items) Upgrade existing promenade and railing Landscaping and irrigation Prefabricated pedestrian bridge over Mormon Slough connecting to Morelli Park (providing general footing type but no structural design is included) Other elements required to provide a quality waterfront experience

Why Callander Associates is Recommended 1.Callander and its primary subcontractor, Concept Marine Associates, has designed all of the preliminary landside and waterside improvements for the marina, Morelli Park and promenade projects; 2.Council previously approved a contract for Callander for the Morelli Project and the Dry Stack Storage Facility portion of the marina project; 3.City staff is highly satisfied with the performance of Callander; and 4.The firm is included in the City’s June 7, 2005 vendor pool list and has entered into a master contract with the City.

Timing Goal is a fully constructed marina in the summer of 2007. Issues to resolve: Permits to work in the water in off periods Timely narrowing of navigable channel Quick resolutions of design alternatives & selection of construction contractor Responsiveness of DB&W Early authorization for design contract

Recommendation Authorize an amendment to the Professional Services Master Contract in the amount of $1,009,967 with Callandar Associates Landscape Architecture, Inc. for consultant services associated with the preparation of 30% Design and Construction Drawings for the Downtown Marina (North and South) and related Promenade areas; and authorize the City Manager to execute a contract on behalf of the City.
