3. CCI ORGANISATION AND TANZANIA FEDERATION OF THE URBAN POOR  Centre for Community Initiatives (CCI) is a not for profit Organization which was established in 2004 with a vision of supporting communities living in slums and informal settlements with long lasting development solutions.  Tanzania Federation of the Urban Poor is the network of small savings schemes groups which are located in 8 Regions of Tanzania. The purpose of the Federation is to organize and mobilize communities, conduct enumeration and surveys and mapping and implement precedence setting projects.

4. CONTEXT OF DAR-ES-SALAAM CITY   Dar es Salaam city Commercial city with a Population of 5 million, growing at approximately 6% per arum. 70 % of the population are living in informal settlements  The city is split into three municipal councils of Temeke, Ilala and Kinondoni.

5. CHALLENGE OF CLIMATE CHANGE IN DAR-ES-SALAAM  Cities are particularly vulnerable to the impacts of floods due to their high population, poor infrastructure and low economic assets.  Many cities are located near the coastal or along rivers and drainage lanes which means extreme climatic events such as windstorms and rainfall can cause huge impacts on life and properties.

6. CHALLENGE OF CLIMATE CHANGE IN DAR-ES-SALAAM  In Dar, Urban poor communities tend to live in marginalized land that faces greater risks.  Normally the urban poor capacity to respond to flooding is low, and have less information and scant resources to withstand adverse impacts.  Dar-es-Salaam is the city where the urban poor of 70% faces a severe challenge as a results of climate change

7. VULNERABILITY ASSESSMENT CONDUCTED BY TANZANIA FEDERATION  Tanzania Federation and CCI have conducted various studies to determine vulnerability of the urban poor to climate change especially flooding.  The key study include the assessment of the Msimbazi river flooding affecting 18 settlements.  The approach was collaborative including community, Municipality,NGO and University (Ardhi University).

8. VULNERABILITY ASSESSMENT CONDUCTED BY TANZANIA FEDERATION  The methodology for data collection include profiling, enumeration and mapping of all 18 settlements affected by flooding.  The data was collected using household interviews, focus Group Discussions, and interviews.  The role of Municipality and Local subward level was key in the process.

VULNERABILITY IMPACTS OF FLOODS TO THE URBAN POOR  Destruction of houses and roads  Loss of properties  Eruption of water borne diseases  More than 50% affected  Women got losses on their business  Children affected in schools and pysiochological  Diabled and old serious affected  Tenants affected with no compensation or alternatives

11. MITIGATION AND ADAPTATION MECHANISM BY FEDERATION  Have started to organize communities into savings groups.  Have initiated solid waste management campaign at community level.  Increase community awareness on climate change issues for increasing resilience.  Have initiated a stakeholder forum including the Municipality, University and others on resettlement policy.

12. WAY FORWARD ON MITIGATION AND ADAPTATION  There is a need for Govt to plan and survey plots for all in cities.  The need for increased budgets for adaptation and mitigation  The need to increase collaboration and co-production program between Govt and communities within Gov projects.

CONCLUSION  In most cities including Dar-es-salaam, the urban poor constitutes more than 70% who are mostly affected by the impacts of climate change including flooding.  While it is important for community to initiate adaptation and mitigation programs all these require huge resources to address the impacts of climate change.
