2. WORKPLACE SAFETY TOWN OF CAROLINA BEACH In early 2014 Carolina Beach conducted a Readiness Survey for the Town Hall regarding workplace violence and safety. The areas surveyed were: Emergency Operations Plans. Communications and Technology. Infrastructure. Evacuation Plan. Emergency Medical Plan.

3. EMERGENCY OPERATIONS PLAN Currently the Town of Carolina Beach does not have an Emergency Operations Plan for a workplace violence or safety incidents. There is currently no process to initiate a “secure in place” procedure (lockdown) or evacuation plan. Any EOP would require a training component.

4. COMMUNICATIONS AND TECHNOLOGY Currently Town Hall has a PA system that is operational through the phone system in each office. This allows for employees to communicate from office to office and Town Hall wide. Only the police department has an interior and an exterior camera system that allow entries to be viewed from a central location.

5. INFRASTRUCTURE The police department is the only part of Town Hall that has infrastructure security through coded locks and required escorting for visitors. The struggle is to provide safety and security and balance the open access of government. Staff has not been trained to identify or access threats and to take action. There is no plan to allow tiered entry into the offices of Town Hall.

6. Evacuation Plan The is no evacuation plan established to address a workplace violence or safety incident. Staff needs to understand primary and secondary exit points and to be instructed in what proper options to utilize given real time information during an incident. In addition identifying rally points would need to be addressed.

7. EMERGENCY MEDICAL PLAN Police Officers have first responder training but are not trained at a level to provide aid to trauma or mass casualties. No staff has been identified other than public safety to have first aid training.

8. SUMMARY The Readiness survey provides a weighted score based upon the exterior and interior values found during the assessment. The perfect score is 110 points. The Town Hall of Carolina Beach received a score of 23. As part of a plan of correction the Town Manager has instructed the Chief of Police to conduct employee wide workplace safety training and to make recommendations to enhance the safety of the building.
