3 Further Education Management Solutions SLN – Standard Learner Number A measure of the volume of activity associated with a qualification, learning aim, learner, contract or allocation. SLN= GLH/450 SLN per learner capped at 1.75 (=787.5glh) “Listed” qualifications have fixed SLN value GLH>450 hours = Full time 3/2/20093AOSEC – Access Managers 10.03.09

4 Further Education Management Solutions Access to HE Diploma Where the annual GLH is at least 450 hours the Diploma is considered as a “full-time” course and is listed in the LAD SLN = 1.156 (Equivalent to 520 glh) Where the annual GLH is less than 450 hours the Diploma is considered as a “part-time” course and unlisted in the LAD. 5 Further Education Management Solutions National Funding Rate There are three LSC funding models: 16-18 Learner Responsive Model The Adult Responsive Model The Employer Responsive Model The Access to HE Diploma is funded via the Adult Responsive Model ARM National Rate 08/09 = £2,775/SLN ARM National Rate 09/10= £2,817/SLN 3/2/20095AOSEC – Access Managers 10.03.09

6 Further Education Management Solutions Provider Factor Provider Factor is the measure that reflects the relative cost of provision It includes the following factors: Programme weighting Disadvantage Area costs Short programmes Success Each college has different provider factors for each of the funding models. 16 Further Education Management Solutions Funding Eligibility Access to HE Diploma is a “Full Level 3” qualification and contributes to College targets. Tuition fee remission for: Those aged 19-25 for whom the Access to HE Diploma is their first level 3 qualification Those who do not possess a full level 2 qualification (Level 3 jumpers) Those in receipt of means tested benefits 3/2/2009AOSEC – Access Managers 10.03.0916

17 Further Education Management Solutions Additional Qualifications Students may study one or more qualifications in addition to their Access to HE Diploma e.g GCSE Maths, GCSE English. GCSEs studied in the evening are listed as 60glh (0.133SLN) GCSEs studied in the daytime are listed as 100glh (0.222SLN) Programme funding is capped at 1.75SLN (per year) Full-time Access + 2 GCSEs (evening) = 1.156 + 0.133 + 0.133 = 1.422SLN. Full-time Access + 2 GCSEs (daytime)= 1.156 + 0.222 + 0.222 = 1.60SLN. New Vocational Access Apprenticeship delivered over 2 years = approx 0.773 SLN/year NVQ level 2 = 0.429 SLN/year NVQ level 3 = 0.644 SLN/year 3/2/2009AOSEC – Access Managers 10.03.0917

18 Further Education Management Solutions Future Fundability From 2010-11 only qualifications in the QCF will be eligible for funding Access to HE Diploma is not in the Qualifications Credit Framework! Don’t panic……. “HE provision is identified within the HE strategy as a critical and important component of progression and it remains the expectation that this provision … should be secured and consolidated. The LSC therefore considers it important to ensure that, through appropriate planning, sufficient funds is made available to prevent decline in this provision and support the range of opportunities that it offers.” LSC Funding Guidance 2008/09 3/2/2009AOSEC – Access Managers 10.03.0918
