7 Crossborder co-operation (CBC) Programmes in the Baltic Sea region One of the types of aid in certain regions of the European Union cross-border cooperation programs eligible for support projects which involve cooperation of national, regional, local authorities and municipalities, public organizations and separate programs eligible for support, and private companies. These programs aid is granted to projects where there is a clear need for cross-border cooperation. 8 Estonia – Latvia Programme www.estlat.eu Altogether 35 million euros from the European Regional Development Fund will be made available through the Estonia - Latvia Programme 2014 - 2020. The funding will be targeted for co-operation in following priority areas: Active and attractive business environment (appr. 11 MEUR) Specific Objectives: Increased entrepreneurial cross-border cooperation in the programme area. More jointly developed products and services in the programme area. Clean and valued living environment (appr. 10 MEUR) Specific Objectives: More diversified and sustainable use of natural and cultural heritage. Increased awareness on energy saving, sorting of waste and re-use, and more efficient management of common water resources. Better network of harbours (appr. 9 MEUR) Specific objective: Improved network of small harbours with good services. Integrated labour market (appr. 4 MEUR) Specific Objective: Improved conditions for accessing jobs across the border. www.estlat.eu

9 Central Baltic Sea Programme www.centralbaltic.eu The Central Baltic Programme 2014-2020 is a funding programme financing cross- border cooperation projects in the central Baltic Sea region. The participating countries are Finland (incl. Åland), Estonia, Latvia and Sweden. Altogether 115 million euros from the European Regional Development Fund (ERDF) will be made available through the programme. The funding is available for cross- border cooperation projects where partners from at least two countries are cooperating under one of the four programme priorities.www.centralbaltic.eu

10 Baltic Sea Region Programme http://www.interreg-baltic.eu/ At least three partners from three countries in the region can form a project. Projects should demonstrate clear links to needs and assets in regional development. In the period 2014-2020, the Baltic Sea Region Programme is offering funding in four thematic fields, the so called Priorities: Priority 1, “Capacity for innovation”, Priority 2, “Management of natural resources”, Priority 3 will concentrate on “Sustainable transport”. Priority 4, "EU Strategy support" The Programme funds come from the European Regional Development Fund (ERDF, EUR 263.8 million), the European Neighbourhood Instrument (ENI) and Norway. Project partners co-finance activities with their own resources. The co-financing from the Programme is between 75% and 85% (for ERDF funds). http://www.interreg-baltic.eu/

11 Latvia - Lithuania Programme www.latlit.eu The total funding of the European Regional Development Fund for the projects is 52 million EUR. The member states have agreed that the priority areas of the Programme will be: a sustainable and clean environment through cooperation; improvement of labour mobility and employment; social inclusion as precondition of territorial development; improved quality of living through efficient public services and administration. Within the framework of support of improvement of labour mobility and employment priority it is planned to reconstruct three road sections that cross the border hence enabling access to the services and workplaces. www.latlit.eu

12 Latvia - Lithuania - Belarus Programme www.enpi-cbc.eu The Latvia, Lithuania and Belarus Cross Border Cooperation Programme within the European Neighbourhood and Partnership Instrument. Area: Latgale region in Latvia, Panevėžys, Utena, Vilnius, Alytus and Kaunas counties in Lithuania; Vitebsk, Mogilev, Minsk and Grodno oblasts and Minsk city take part in the Programme. Priority 1: Promoting sustainable economic and social development Priority 2: Addressing common challenges MEASURES: 2.1. Protection and sustainable development of environmental and natural resources 2.2. Enhancement of education, health and social sphere development 2.3. Improvement of infrastructure and equipment related to the border crossing points 2.4. Improvement of border management operations and customs procedures www.enpi-cbc.eu

13 Estonia - Latvia - Russia Programme www.estlatrus.eu Programme’s ENPI co-financing rate is up to 90%; National public co-financing from the beneficiaries and project partners for the projects is min 10%; Co-financing from private enterprises’ is min 50% The total funding of the Programme is 65 319 629 EUR, 47 774 729 EUR is European Union funding, 15 909 000 EUR is Russian funding, 1 635 900 EUR is cofinancing Priority I: 1.1 Fostering of socio-economic development and encouraging business and entrepreneurship; 1.2 Transport, logistics and communication solutions; 1.3 Tourism development. Priority II: 2.1 Joint actions aimed at protection of environment and natural resources; 2.2 Preservation and promotion of cultural and historical heritage and support of local traditional skills; 2.3 Improvement of energy efficiency and promotion of renewable energy sources. Priority III: 3.1 Development of local initiative, increasing administrative capacities of local and regional authorities; 3.2 Cooperation in spheres of culture, sport, education, social and health.
