3 What is open data? Open data is the idea that certain data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents or other mechanisms of control. 6 What is the strategy Key aim is to publish data sets that provide value to the Community of Sheffield, and support our continued approach to be Open and Transparent. Based on 5 key principles –Accountability (transparency, FOI) –Choice (Customers, personalisation social care for example) –Productivity (effective and efficient use of resource) –Quality and Outcomes (Aligned to 8 outcomes) –Social and Economic growth (business, skills training) A key phase to business intelligence.

8 What are the data sets to be published?. Focus on meeting the 5 key principles mentioned. Assessment of MI already produced and change in publication methods Based in categories

10 What is the proposed technical Solution?. Flexible tool. –Preference overall Open Source (Innovation, Flexibility, costs and reuse in this field)Administration to enable and empower staff to publish. eg sub administrators –Ideally some form of automation with data.gov.uk –Importantly makes it easy!. –Dynamic link with FOI publication scheme LGA Bid~ breakthrough Fund –Working with another core city –Working along side another key partner –Working with Open data Sheffield Group –Microsoft Funding –And secured FREE event making a difference with data

12 Where are we now? Open Data has GONE LIVE; but more relevant data to become live this financial year –Data.gov.uk Part of the Business Plan for the Council –Follow up event / Showcase Autumn (secured support) www.madwdata.co.uk Input from Open Data Group within Sheffield, digital inclusion leads, partners and Chamber of Commerce. LGA Bid, Microsoft Pilot and Applying for further LGA funds regarding publication.

13 What’s my role? Nominated or expressed an interest or key stakeholder. Terms of Reference of the group

14 Draft Terms of Reference Purpose The open data working group aims to 1. Identify relevant data sets to publish. 2. Undertake tasks as assigned in the project plan. For example Upload data sets to the open data platform by following guidance provided. 3. Follow the key open data strategy principles and support the open data community group within Sheffield. 4. Act as a local champion within service areas. In particular communicating the value and importance of this activity. 5. Assess and where appropriate evaluate how data sets have been used by consumers and could therefore where appropriate be used internally. 6. Attend working group meetings and feedback constructively to support our approach.

15 Next Steps 1.Short survey to identify data sets, frequency updated and extraction. Assessing what has been requested from consumers. 2.Site set up ~ User ID’s to be issued 3.Training in the Socrata tool 4.Reassessing publication. 5.Monthly meetings to be established 6.Early Dec first key gateway review. Project Plan to be circulated next week.
