METROLOGICAL CONTROL SYSTEM ON NAWI IN MY COUNTRY 1.Organization Flowchart -Ministry of Science and Technology (MOST) is a government ministry in Vietnam responsible for state administration of science and technology activities, development of science potentials, standards, metrology and quality control,…. -Directorate for Standards, Metrology and Quality (STAMEQ) is an agency under the MOST, which assists the Minister of Science and Technology to fulfill state management functions of standards, metrology as well as quality of products, and goods as stipulated by laws. -Vietnam Metrology institute (VMI) is a national body for metrology within STAMEQ belonging to MOST. The function of VIM is to develop, to maintain, to custody national measurement standards, to carry out scientific, technical and professional research on metrology.

5. 5 I. METROLOGICAL CONTROL SYSTEM ON NAWI IN MY COUNTRY 1.Organization Flowchart - Quatest 1, Quatest 2 and Quatest 3 are science technological organizations of the STAMEQ belonging to MOST. The function is to fulfill state management for standard, measurement, quality and activities is requested by other individuals and organizations. -Branchs of Standard, Metrology and Quality are organizations, located in all of provinces in Viet Nam, each one belonging to the Department of Science and Technology (DOST) of each province. The function is assists the Director of the DOST to fulfill state management Standard, Measurement and Quality, activities about standard, measurement, as well as quality of products and goods as stipulated by laws.

METROLOGICAL CONTROL SYSTEM ON NAWI IN MY COUNTRY 2.Metrological legal normative documents system The National Assembly promulgates the Law on measurement, No.04/2011/QH13.  Scope of regulation: this Law provides measurement activities and the rights and obligations of organizations and individuals engaged in measurement activities.  Subjects of application: this Law applies to organizations and individuals engaged in measurement activities in Viet Nam.  This Law has 58 articles, is divided into 9 chapters: -Chapter 1: general provisions. -Chapter 2: units of measurement, measurement standards -Chapter 3: measuring instrument

Technological documents system:  DLVNs are promulgated by STAMEQ. These technical documents take effect in whole Viet Nam, are accepted by Viet Nam Law.  DLVNs are based on OIML R-76 and NAWI guidelines

10. 10 I. METROLOGICAL CONTROL SYSTEM ON NAWI IN MY COUNTRY 4.National Mass Standard The National mass standard of Viet Nam is ZWIEBEL 1kg (E 0 ), VIE982100/2. The primary mass standard is traced to Korea Research Institute of Standards and Science (KRISS)

METROLOGICAL CONTROL SYSTEM ON NAWI IN MY COUNTRY 5.Human resources:  Staffs are trained well, are sent to technical training courses in Viet Nam and other international organizations (Kriss,…).  However, we still have some problems like: -Lack of staff with high level scientific expertise. -Training opportunities for metrologists not much. 6.Equipments/ Facilities:  Equipped standards and instruments fulfilled for verification  But still have some devices are old, long use and overloading.

12. 12 The Quality Assurance and Testing Center 3 (QUATEST 3) was established in 1975. QUATEST 3 is a government-owned scientific - technical body under Directorate for Standards, Metrology and Quality (STAMEQ), belonging to Ministry of Science and Technology (MOST). II. QUATEST 3 INTRODUCTION

17. 17 MASS MEASUREMENT LABORATORY CONCLUSION:  With our ability, our Department can verify/calibrate: -Set of weights (1 mg- 20 kg), E 2 -Set of weights (1 mg- 20 kg), F 1 -Set of weights (1 mg- 1000 kg), F 2, M 1  Therefore, we have ability to verify/calibrate from analytical balances (d= 1 µg) to weighbridges ( capacity up to 120 ton)
