1 FREE STATE NATIONAL NONPROFIT ORGANISATIONS (NPO) SUMMIT: PRESENTATION OF PROVINCIAL REPORT 14-17 AUGUST 2012 BIRCHWOOD CONFERENCE CENTRE 1

2 PURPOSE To brief the National Minister and MEC for Social Development, on the state of NPOs in the Free State Province as on 31 March 2012 2

3 LEGISLATIVE MANDATE Definition: Section 1 of the Nonprofit Organisations Act 71 of 1997 define an NPO as:- –an organisation established for public purpose; and – the income and property of which are not distributable to its members or office- bearers except as reasonable compensation for services – rendered; 3

4 Size and Scope registered NPO By end of March 2012: – a total of 85 248 were registered nationally. Free State had 4 150 –This is 10.3 % of the total NPOs registered nationally. The majority represent Voluntary Organisations 4

5 Free State experienced an average of about 17% growth per annum over the last three years 5

6 Registered NPOs per District  Motheo = 32%  Thabo Mofutsanyane = 27%  Lejweleputswa = 19%  Fezile Dabi = 15%  Xhariep = 6% 6

7 Social Sector is the leading sector with 45% followed by development and housing sector at 18% Registered NPOs per Sector 7

9 FUNDED NPO A total amount of R 342 172 791 was approved towards Welfare financing Of this amount R 329 908 365 was allocated to organizations rendering Social Welfare services The remainder of R 12 264 426 was disbursed to Community Development organizations Total number of NPO’s funded in Free State 2011/2012 is 1470 9

11 ISSUES RAISED Theme: Policy of Financial Awards Funding and costing criteria unclear Delayed disbursement of funds Means test as a funding for ECD is problematic Stipends for volunteers are not inflation related 11

13 General issues CAPACITY BUILDING Strengthen Monitoring and evaluation Training opportunities to CBO’s are limited INFRASTRUCTURE Service delivery highly compromised due to lack of areas to operate from 13

14 RECOMMENDATIONS Urgent finalization of Costing and Funding models for all services Means test should be replaced with a more practical criteria Increment of stipends Visibility of official to strengthen capacity of Community based organization 14

15 RECOMMENDATIONS cont. DSD to negotiate with Municipality to avail sites that organisations can utilize Recognition of excellence (Awards to best performing organisations) 15
