The European Space Agency Slide # 3 ESA’s purpose “To provide for and promote, for exclusively peaceful purposes, cooperation among European states in space research and technology and their space applications.” (Article 2 of ESA convention) Over 30 years of experience (established in 1975) 18 Member States Five establishments, about 2000 staff 3.7 billion euro budget (2010) Over 60 satellites designed, tested and operated in flight 17 scientific satellites in operation Five types of launcher developed Over 190 launches

Space science Human spaceflight Exploration Telecommunications Technology Operations Earth observation Launchers Navigation All Member States participate (on a GNP basis) in activities related to space science and a common set of programmes (Mandatory programmes). Mandatory General Budget: Future studies, technological research, education, common investments (facilities, laboratories, basic infrastructure) Science: Solar System science, astronomy and fundamental physics In addition, Member States choose their level of participation in Optional programmes. Optional Human Spaceflight Telecommunications & Integrated Applications Earth Observation Launchers Navigation Robotic Exploration Space Situational Awareness ESA Programmes 1. Most of these entities emanated from ESA. ESA’s catalyst role 1. The European Space Agency Meteorology: Eumetsat Navigation: Galileo (with EU) Launch services: Arianespace Telecomms: Eutelsat and Inmarsat What ESA is not… ESA is not a Space Laboratory Although ESA hosts its own technical facilities and employs hundreds of engineers, as a Space Agency its primary role is to implement (manage and operate) European Space Programmes. Space projects are contracted to its member states’ industrial and scientific actors following competitive bidding actions.

The European Space Agency ESA enables its member states to participate in a decisive manner on all strategic, programmatic and budgetary issues. One member state – one vote principle Most important decisions are achieved by unanimity of all ESA member states. Solidarity and Geo-Return principles ESA is obliged by its Convention to ensure na ideal target of 100% geo-return of the investment made by its member states. ESA is Portugal’s Space Agency The Portuguese Delegation, headed by FCT, manages our participation in the European Space Agency

Impact in Portugal Industrial return has reached 100% in December 2009 “Industrial return” determines the amount of contracts awarded to Portuguese Industry and Academia vis-à-vis the Portuguese contribution to ESA Space Programmes Portuguese Task Force was very successful Portugal was the first country benefiting from an Industry incentive scheme Task Force Task force placed contracts under special competitive conditions in strategic activities Over 40 Portuguese entities, Companies and R&D Institutes, participate actively in ESA activities Most Portuguese Companies participating in ESA activities are Knowledge Intensive High Technology SMEs A number of start-ups have been created in this ecosystem Together with R&D institutes, they promote innovation and seek technology transfer to other economic sectors
