6 Project Objective IGOS Project aims to design an assessment instrument of legislative measures intended to promote gender equality in Portugal, validated at the local level: the cases of Odivelas and Seixal Municipalities The two Municipalities (partners in this project) will be assumed as case studies in order to participate in the development and validation of an instrument to assess legislative measures to promote gender equality.

7 Why is the project needed? Portugal does not have an “instrument” or a method to assess legislative measures aiming to promote gender equality – at local and national level. Portugal never developed a Gender Impact Assessment instrument for legislative measures aimed to promote gender equality.

20 Have a structured Local Plan for Gender Equality Have autonomous bodies responsible for gender equality promotion Have resources (human, material and time) allocated to this objective and developing a huge diversity of actions and activities at local level Use inclusive language in an inconsistent way Have a lack of assessment instruments to evaluate legislative measures There is no uniformity on evaluation instruments used to evaluate actions and activities (between Municipalities and within each Municipality) The analysis concerning Municipalities allowed us to conclude that Municipalities : Project Achievements

21 Budget: Does the budget give room for a bilateral partner? IGOS experience: When people are together, they share experiences (communicate). In this project the budget for bilateral trade is rather short. To-face meetings have great potential to challenge practices and based methodologies. The site tries to remedy this, but... 24 Time: Is a bilateral partnership with little time worth it? Yes. Short-term projects are very difficult to manage because there is a relentless struggle against time. But, it's worth! Exchange: Are data comparative and available in English? No. Data is not available or not even exist. These data gaps are an important project completion. Bilateral project challenges

That there are alternative models That assess legislative measures is advantageous

26 Experience sharing and Mutual learning are central for the Project Assumptions Exchange of experiences between project partners regarding the promotion of gender equality, including the established policies, gender equality plans, actions and activities - in progress and completed.

28 -Owning and publicly disclose a statement of commitment to the promotion of gender equality in their area of responsibility. - Have significant references to gender equality in the planning of policies, measures and actions. -Implement departmental structures and develop dedicated mechanisms to promote gender equality, affecting them the needed resources. - Participate in projects, programs and actions for promoting and implementing gender equality targeting different groups. -Promote gender equality in access to jobs, namely in the decision-making related professional positions or roles. -Have a regular practice of it and encourage the use of inclusive and non-sexist language in internal documents and regulations. -Promote communication defined models and the use of inclusive and non-sexist language in external documents. 29 We feel the urgency and the will to develop work on gender equality promotion at local level. We can see results from: (1) Activities (quantitative results) (2) Resources investments – human resources, institutional resources, time (3) Technical and experts support We don’t know the impact of this activities and of these measures on people’s everiday life Summing up the Municipalities experiences:
