Page 3 About the PSU Established in 1997 under the Directory of Policy Planning Monitoring and Evaluation (PPME) of the Ministry of Health Goal: Promote public private partnerships within the health sector Facilitate private sector growth and contribution towards the achievement of health sector targets and objectives Mission: Establish a system of lasting functional relationships that promote an enabling environment for structured private sector growth and development for their effective involvement in national health care delivery No. of staff: 3 (1 Technical + 2 Administrative Staff)

Page 4 Objectives of the PSU To facilitate collaboration and partnership with the private health sector providers To facilitate the growth and development of the private health sector To facilitate and encourage reporting on private sector activities by private providers with feedback mechanisms To leverage resources from the private sector to support health service delivery To liase with regulatory bodies and relevant agencies of the MoH in the monitoring and supervision of the private health sector To facilitate the development and implementation of partnerships with the private sector

Page 5 In development partnerships with the private sector (DPP) the public sector including development partners cooperates with businesses to solve complex challenges. Development partnerships combine the respective strengths of public and private partners: Objectives of the public sector incl. Development Cooperation Private Sector Objectives Development Partnerships (DPP) DPP projects are planned, financed and implemented jointly. Development of partnerships with the private sector

Page 6 GIZ support to PSU Sustainable strengthening of the health sector through DPP Strengthening of PSU (training in management, M&E, development of information materials) Creating a DPP-“desk“ within the PSU (logistical support, recruitment of additional staff,) Development of guidelines, curricula and facilitator manual for training on DPP in health and social protection Training for health and non health workers on DPP in health and social protection

Page 7 Sustainable strengthening of the health sector through DPP Setting up of coordination committee on DPP in health and social protection (public sector, private sector, civil society, academia) Support of national structures in the implementation of workplace programmes in health and social protection Implementation of research projects concerning DPP in the health and social protection. Establishment of an interactive web-portal for information and knowledge exchange of actors in the area of DPP in health and social protection GIZ support to PSU

Page 8 Challenges Lacking leverage within the Ministry due to status as a ‘unit’ (as compared to a directorate) Insufficiently resourced (both human and logistical) „Mistrust“ between public and private sector DPP and the inclusion of the private non-health sector is a new concept, thus the understanding needs to be build on all levels

Page 9 Way Forward PSU becoming a full fledged directorate of the MoH Resourcing of the PSU with the requisite personnel and adequate office space through Government Involvement of PSU in all DPP initiatives in health and social protection Ongoing capacity development on DPP in health and social protection for health and non-health workers coordinated by PSU Ongoing coordination of the committee on DPP in health and social protection
