To achieve holistic quality control To verify the progress of the project activities by –Collecting data from partners –Visiting pilot areas, also virtual, and visits in EU –Developing an evaluative framework against a range of criteria and observable indicators To assure that the partnership will reach the results described, particularly in respect of activities related to capacity building in project affected communities –(Partnership Statement, 2009)

4 www.cobasys.eu > 4 Where are we going - continued Objectives of WP6: –To verify progress of project activities, specifically those related to capacity building of stakeholder –To check that the project development will comply with the overall objective of the project –To facilitate collaborative exchange among involved partners –Overview ethics and gender issues [Grant contract, 2009]

Tasks: –Definition of a list of indicators to be used for monitoring –Checking the compliance of the progress done in the pilot area with the list of indicators –Checking that adverse events are properly recorded Deliverables: –Composite list of indicators to be used in each monitoring visit –Reports of monitoring visits –Final publication concerning the quality control of the project implementation Results –CoBaSys consortium made aware of projects cycle management rules concerning activities implementation, monitoring and evaluation

Beginning the process of negotiating OVIs and SMART (or SPICED) in terms of a framework of accountability Trying to work out what are areas where other substantive assistance (beyond a quality control function) would be efficacious, needed or welcomed – or ideally all three – without compromising another partner’s core function Beginning the programme of field visits

7 www.cobasys.eu > 7 Sharing roles and responsibilities Work- package Role and TasksResults and Deliverables WP1To attend and contribute, to provide quality control functionTo assist in the delivery of a high quality project which is well managed WP2To provide ex ante and ex post support for the methodology for focus groups. Related to quality control function. Visit by Phil Woodhouse (expert in participatory methodology) to both Malawi and Mozambique between 23 rd February and 19 th March. Later visit by Tanja Mueller (Mozambique, on health care systems) Support for WP2 (methodology and content) WP3To provide ex ante and ex post support for model building as requested. Visits by Tanja Mueller (Mozambique and Tanzania) and David Lawson (Namibia and Zimbabwe), Sarah Bracking (Zimbabwe to attend Roundtable), Christine Wamsler (Botswana), dates tbc. Resource/technology adaptation and gender specialisms. Support for WP3 (content contribution)

Help clarify research needs and resource gaps in terms of capacity and stakeholder analysis, in overlap with QC function. Support for WP4 WP5Will attend and contribute to stakeholder network and knowledge exchange, and training event in Brussels (team member tbc) Support for WP5 (content) WP7Will provide content for the website at appropriate intervals and in publishable form. Will discuss future directions with UNIBO Support for WP7 by adding to material for dissemination

9 www.cobasys.eu > 9 Deliverables from WP6: core function ActivityRole and TasksDeliverables To attend project meetings, communicate with partners and participate effectively Contributes to WP1 - 7 To respond to requests, concerns, and comments on the form and substance of project quality control practices and documentation To assist in the development of a transparent, professional and productive project working environment To write a project briefing on the proposed accountability and quality control framework Principally for WP6 To introduce the framework of quality control for discussion among partners Project Briefing 1, [month 4] Programme of field visits to establish internal quality control Principal function of WP6, contributes to WP1, overall management, and WP2, WP3, WP4 To consult and establish agreed benchmarks and evaluation criteria in each country platform for M & E To publish M & E reports [6, biannually] for intranet and then public view [after consultation and review] on the progress of CoBaSys

10 www.cobasys.eu > 10 Deliverables from WP6 cont ActivityRole and TasksDeliverables To discuss interim reports after intranet publication with all affected parties WP1-7 To develop a common view, wherever possible, of progress toward WP objectives, project objectives and deliverables Web publication of M & E reports To establish benchmarks and evaluation criteria to enable community assessment of the progress of CoBaSys (external accountability) Project as a whole Develop a project evaluation framework tool for community use to be implemented by WP6 field researchers A published community accountability tool Project Briefing 2 To help augment advocacy, capacity and local knowledge to enable better service delivery for HIV care [Community based model] based on the accumulated project knowledge on the impediments and potentials of CoBaSys [the project] For project as a whole, with UoH To modify and develop the project accountability tools into transferable knowledge fro public advocacy in HIV care To publish a community based audit tool for better HIV community care delivery in lien with helping to meet the overall CoBaSys objectives [Project Briefing 3]
