Warm Springs – still undetermined, providing best practices Oregon – variable, if recent disaster, then more likely; some lack resources

Warm Springs – attend meetings, radio communications, Facebook Oregon – DOGAMI: produces data and info that stems an interest; post event requests for info and presentations Oregon – DLCD: mainly by phone from property owners and community planner and officials, requests for meetings OPDR – technical assistance, through partnerships, and related to mitigation plan updates, requests for conferences  WHAT ARE THE MOST COMMON REQUESTS? See Above  WHAT CAN FEMA DO TO ASSIST COMMUNICATION BETWEEN YOU AND THE LOCALS? Warm Springs - In person meetings to discuss programs, improve coordination with surrounding counties Oregon – DOGAMI-sometimes left out of coordination between FEMA and locals; DLCD-funding for outreach; more FEMA presence to build trust; consistent messaging; OPDR reiterates need for FEMA presence

4 4 PLANNING  HOW DO YOU SUPPORT/HOW ARE YOU INVOLVED IN THE PLANNING EFFORTS OF LOCALS? Warm Springs – coordinates with BIA on multiple issues that identifies priorities DOGAMI – provides feedback on missing data or key elements OPDR – technical assistance, evaluate atypical approaches in planning DLCD – Regional reps, implementation of Goal 7, integration of plans and development of guidance  WHAT SUPPORT COULD FEMA PROVIDE TO SUPPORT PLANNING EFFORTS BY YOUR LOCALS? Warm Springs – FEMA participate in coordination meetings OPDR – advocate at a higher level with national perspective, e.g. climate change DOGAMI and DLCD – funding avenues

5 5 REGULATIONS  HOW DO YOU ENFORCE REGULATIONS MEANT TO REDUCE RISK? Warm Springs - Tribal policies through tribal court DLCD – Land use laws and the comp plans  DO YOUR LOCALS UNDERSTAND? CHALLENGE? AGREE/DISAGREE? Warm Springs – generally yes DLCD – generally yes, but not always supportive (e.g. floodplain boundaries)  WHAT SUPPORT CAN FEMA PROVIDE TO ASSIST YOUR REGULATORY PROCESSES? Warm Springs – Understanding of relationships with tribal policies and treaties DLCD – clear communication on changes, consistent use of information systems

Warm Springs – must be presented to and approved by the tribal governing body Oregon – OPDR assists local governments in writing grants, development of pre-application documents  HOW CAN FEMA IMPROVE THESE PROCESSEES? Warm Springs – consistent contact from FEMA to help with the process
