2 General information  Duration: 1 May 2014 – 31 December 2014  Final conference on 5 and 6 February 2015 in Berlin  Participating countries: Austria, Belgium, Canada, Denmark, Finland, Germany, Netherlands, Norway, Poland, Sweden, United Kingdom  Coordination: VDI/VDE-IT and Federal Institute for Occupational Safety and Health  Question: Why are some people in higher working age working and others not?  Focus is on paid work and people aged 50+ years  Scientific findings in research literature over the past 10 years  Identify research needs and formulate recommendations for research policy  Inform the first joint call in the realm of research topic n° 6 “A new labor market”

5 Information basis  11 country reports from: Austria, Belgium, Canada, Denmark, Finland, Germany, Netherlands, Norway, Poland, Sweden, United Kingdom  10 domain chapters from individual authors out of the fast-track consortium on: 1.Labor market 2.Financial factors 3. Legislation 4. Domestic and household factors 5. HRM interventions 6. Work factors 7.Health and health related behavior 8. Workability and wellbeing 9. Motivation 10. Social position  Presentation of all reports during the scientific working group meeting of the fast- track project from 10 to 12 September 2014 in Berlin

6 Research needs – Preliminary result After the presentation of all national reports and domain chapters, and following the discussion in smaller groups during the workshop in Berlin, the research needs were: 1.Impact of changing legislation on older workers‘ labor market participation – and Societal costs 2.Understanding work participation among women of 50+ years 3.New working conditions (in 21st century) and their consequences on work participation 4.Work participation in an extended family context 5.Why do some people with health problems work? 6.Employers‘ perspective and practice conc. older workers 7.Motivation for exit and retention 8.Flexibility (workers‘ adaption and decision latitude, flexible working regimes) 9.Impact of cultures in influencing retirement decisions 10.Changes in population composition

7 Criteria for prioritizing research needs  Well justified, focused and not too many  Cover different fields or domains (i.e. interdisciplinary)  Coverage (i.e. acknowledging previous work)  Innovative and of high scientific quality  Challenge-driven perspective (i.e. add knowledge for problem owners)  Have a European added value  Cover the need of many participating countries  Demonstrate the benefit of Joint Programming

8 Prioritizedresearch needs (based on majority vote) Prioritized research needs (based on majority vote) 1.Understanding the complexity of the drivers and constraints to retire early, focusing on four examples:  The case of older women  The case of migrants and ethnic groups  The role of emerging work risks  The role of the domestic domain 2.Investigating the effects of policy changes on older workers’ exit behaviour: Societal costs and gains 3.Investigating the employers’ perspective in employing and retaining older workers

9 Understanding the complexity of the drivers and constraints to retire early, focusing on four examples  Women: A better understanding of their multiple roles, needs, preferences and their employment potential is needed to develop adequate supportive measures  Migrants: More knowledge about what extending working life means for different groups (patterns and determinants, impact of reforms, cross-national variation)  New work exposures: Review of modern work factors in today’s societies and the investigation of their roles as drivers and barriers for working at advanced age.  Domestic conditions: Understanding the impact of societal changes, women’s paths into retirement, their caring obligations, fostering cross-national comparisons

10 Investigating the effects of policy changes on older workers’ exit behaviour: Societal costs and gains  Retirement policies shifted from “employment exit strategies” to “employment maintenance strategies”, reducing retirement incentives and increasing retirement age  Increased work participation commonly regarded as “success indicator” for improving the “economic dependency ratio”, BUT: societal costs easily overlooked  Increased scientific attention necessary:  Will the number of older “job locked” workers increase?  Consequences for health, work ability, work motivation and quality of life?  Consequences for enterprises regarding flexibility, productivity and HRM?  What are the early exit routes from employment? How are they changing?  What impact do employment maintenance strategies have on societal trust?

11 Investigating the employers’ perspective in employing and retaining older workers  Extension of working lives influenced by opportunities offered by employers. For them, the three challenges will be:  Retaining older workers: What (HRM) practices specifically aimed at retaining older workers are actually in use? Are interventions tailored to individuals or groups of workers? What characterizes strategies shown to be successful?  Work place adaptation: How can modern assistive technology at the workplace contribute to the promotion and maintenance of work ability and thus to employment of workers with functional limitations?  Employment of older workers: What incentives and disincentives exist for employers to hire older workers?
