1 MONDAY 2 DECEMBER 2013 STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) FOR INTEGRATED URBAN DEVELOPMENT MASTER PLAN (NIUPLAN) FOR THE CITY OF NAIROBI SUB COUNTY- LANG’ATA VENUE- KIBERA DC PLAY GROUNDS

2 INTRODUCTION The proposed NIUPLAN has the potential to generate environmental, social and economic impacts to the citizens of Nairobi County and its environs. SEA is therefore a necessary tool to evaluate potential environmental, social and economic impacts of the proposed NIUPLAN.

3 WHY SUBJECT NIUPLAN TO SEA?  Legal requirement: EMCA 1999; SEA Guidelines 2012;  It’s a consultative tool used to capture people’s concerns on expected impacts of the NIUPLAN.  To ensure that identified issues are fully studied and appropriately addressed at the earliest stage of planning and decision-making.

5 P ROGRESS SO FAR ACTIVITYPERIOD 1 stakeholder workshop conducted prior to the scoping study: 5 August 2013 Preliminary 18 public meetings conducted during the scoping study stage: Late August to Early September 2013 Submission of Scoping Report and Terms of Reference for the Detailed SEA Study to NEMA for approval 28 September 2013

6 IssueCommentsQuestions on Way Forward Social amenities Nyayo Highrise had no public health centre and primary schools and the Master Plan should address the provision of such essential facilities The proposed Master Plan should set aside Pieces of land for Markets and low cost housing projects that would cater for the low income groups who reside in slums The Master Plan should set aside spaces for technical institutes and colleges since all the previous middle level colleges have been upgraded into universities. In a large settlement like Kibra, a number of social facilities such as police stations, prisons and rehabilitation centres should be provided for in the NIUPLAN. What is the precise shortcoming (for each sector) within these facilities including: Physical presence Facilities Man-power Accessibility (Distance and cost) ISSUES ARISING FROM FIRST PHASE OF PUBLIC MEETINGS FOR FURTHER DISCUSSION

7 IssuesCommentsQuestions on Way Forward Land use systems The master Plan should create avenues for wealth creation by allowing for mixed land uses as long as there is an acceptable level of compatibility. Which uses do you consider to be compatible with industrial uses? Which uses do you consider to be compatible with residential uses? What would you consider to be a functional mixed use development? PerceptionThe proposed Master Plan should change the image of Kibra from the already negativity that it is perceived with and tackle the issue of poverty tourism How would you wish kibra to be reformed. 8 IssueCommentsQuestions on Way Forward Infrastructure in relation to vulnerable groups. The nature and design of the infrastructure such as roads and transportation system, that will be included in the master plan should take care of the needs of persons with disabilities especially those on wheelchairs. Propose measures on how to implement this in the NIUPLAN. Informal settlements and slumsSprawling, unplanned development (Kibra) What improvements do you think would be a priority to improve the situation.
