2 Financial Services - Staff Financial Counselors: - On-staff Financial Counselors –All Accredited Financial Counselors (AFC) –Average 8 years of experience –Master’s-level mental health counselors Financial Planners - Affiliate providers –Certified Financial Planners (CFP) –Average 10 years experience –All currently have least or more years with Ceridian Financial Tax Consultants - Affiliate providers –Certified Public Accountants (CPA) –Average 5 years experience in the financial tax preparation

3 Financial Services Financial Counselors Focus on education and options available to the client. Financial counselors may help: –Sort and prioritize issues –Assess any non-financial difficulties –Provide cash flow analysis that details the current situation –Explore of short- and long-term options for issue resolution –Create a realistic action plan—breaking the objective into manageable pieces –Summarize the action plan and motivate the client

4 Financial Services Financial Counselors Financial counselors deal with a wide variety of financial topics: –Budgeting –Debt management –Home buying/renting –Foreclosure options –Credit management/rebuilding –Savings and investing –Financial emergencies –Identity theft

5 Financial Services Financial Planners Focus on problem-solving and strategic planning (i.e. investment options) Provide objective information, not recommendations of specific investments Hold Certified Financial Planner (CFP) certifications Help callers with many issues: –Insurance –Taxes –Investment basics –IRAs and mutual funds –Retirement planning –401(k)/403(b) questions –Money management –Home sales or purchases –How to find, select, and work with a local financial planner

6 Financial Services Tax Consultants Affiliated Certified Public Accountants (CPA) that provide services by appointment Offer information and education about federal taxes only Refer state tax questions to state resources Never offer tax advice or prepare returns Consult on topics such as: –Past due taxes –Filing requirements and forms –Amending previous returns –Deductions, exemptions, and credits –Implications of transferring money –Dealing with the IRS –Selecting a local tax specialist –Year-to-year changes in tax rules and requirements

7 Financial Services Affiliates are prohibited from making referrals to oneself or another network affiliate for fee-based work as a result of a consultation. Sales of products or services to clients served through the financial consultation program are prohibited. The financial team receives ongoing training on military-specific financial issues specific to the military population Referrals to relevant military resources are standard in military financial consultations. Military OneSource participates in the annual AFCPE conference and meets with on-base military financial personnel to gather feedback and recommendations on Military OneSource services. Military-specific financial educational materials come in many formats: articles, booklets, and recordings and can be received via regular mail, e-mail, and by download MOS Online. The MOS Web site also features podcasts, self- assessment tools, and interactive calculators. Recent National Guard initiatives provide financial education and services to NG units and personnel.

9 Face to Face Financial Counseling ( Effective 17 Nov 2008 ) Provide in-person financial counseling, telephonic financial counseling (when appropriate), and financial counseling specific to those Service Members with serious housing issues and/or serious debt problems requiring debt management plans. Up to six sessions may be offered per client, per issue, per calendar year. This additional in-person and specialized telephonic mode of service delivery is intended to augment the various financial services already available to Service Members through Military OneSource.
