5 Tanzania Commission for Science and Technology The National Telecommunications Policy (NTP) outlines objectives and strategies for the period 1997 through to 2020. It aims at ensuring the accelerated development of an efficient telecom network that can provide an information and communications infrastructure and universal access to telecom services by all sectors of the national economy and segments of the population. 6 Tanzania Commission for Science and Technology With the increasing convergence of ICTs made it necessary to supplement the National Telecommunication Policy of 1997 with the National ICT Policy of 2003 in order to improve harmonization of initiatives, avoid duplication of efforts and random adoption of different systems and standards. The Policy deploys a broad-based national strategy to address Tanzania’s developmental agenda, the Tanzania Development Vision 2025. National ICT Policy- 2003

7 Tanzania Commission for Science and Technology Recent telecom legislations reforms have led to the telecom sector becoming one of the more liberal ones in Africa. The arrival of new market entrants, increased sector investment, and the introduction of new services and technologies are encouraging signs for the bright future. Reform of Telecom Policy

8 Tanzania Commission for Science and Technology Telecom Market Overview Eight network operators Ningth mobile operator (HiTS) Mobile Two fixed network operators Third national operator Fixed A new converged licensing regime introduced in January 2005 has brought a large number of new players into the market, For the past ten years we have seen tremendous growth of mobile operators in Tanzanian market covering 9 million subscribers:

9 Tanzania Commission for Science and Technology Broadcasting Broadcasting in Tanzania experienced a boom in 1996 when seven terrestrial, 17 cable television stations, and 22 private radio stations were launched. There was no public television on the mainland until 1999, several years after the first private TV station was launched. Since then, more than 51 private radio stations, twenty seven TV stations and several cable TV stations have been established, creating competition in the media industry. Although the TV audience has been growing steadily, the majority of people do not have access to television. Television production and transmission equipment are expensive and TV sets are regarded as a luxury.

11 Tanzania Commission for Science and Technology When we Move Goods we Hire a Carrier Company “A” Company “B” Roads are Open Access –private operators have free access to use local roads and the main highway and use them as a platform for competition, –if company “A” does not provide good service customers move to company “B,” –company “B” is not told to “Build its Own Road,”

12 Tanzania Commission for Science and Technology We Do Not Tell Carriers to “Build Your Own Road” ?! Roads are Open Access –Monopolist controls the local loop and the backbone network, –new companies are told to “build your own road,” –even if they do build a new network, they cannot build their own local loop. The regulator is encouraging the operators, where possible and agreeable, to share infrastructure including base stations.
