13 Energy Action Plan - Targets Community Electricity Achieve a 15% reduction below baseline community GHG emission levels by 2020, and move toward net zero electricity use in new residential and nonresidential buildings by 2020. Residential Electricity Reduce household electricity consumption 30% by 2020. Nonresidential Electricity Achieve a 20% reduction in nonresidential electricity consumption from baseline levels by 2020. Municipal Electricity Reduce municipal electricity consumption 20% below baseline levels by 2020.
