5 A joint initiative of the OECD and the European Union, principally financed by the EU New approach experiences More long-term planning helps to  improve co-operation and co-ordination  support common understanding of priority areas  facilitates good use of SIGMA  supports more strategic thinking It however requires  to find ways to keep certain flexibility  time for discussions 4
