8 Financing  Legislative framework- promotional mechanism not fully enforced = Slow process in project financing from banks In 2011 BCR-ERSTE project-financed a 42 MW project of Martifer (23 mil Eur) and Unicredit Leasing financed 2 projects summing up 23 MW of Holrom and Energy Rose (19 mil Eur) Other banks announcing appetite : EBRD, BRD Societe Generale, Raiffeisen, Banca Romaneasca Most important issues claimed by banks: Price of GCs in the case of over-supply (excess). ANRE estimates this case between 2016-2017. Solution proposed by Government Decision - Romania will engage in statistical transfer (?) -3 years validity of the GCs Other self-regulating mechanisms: for wind 2 GC only up to 2017 and 1 GC starting 2018 8

9 Over supply of GCs  Other self-regulating mechanisms: for wind 2 GC only up to 2017 and 1 GC starting 2018  Increasing quotas 2015 - 16%; 2016 - 17%; 2017 - 18%; 2018 - 19%; 2019 - 19,5%; 2020 - 20%.  Promoting mechanisms apply only for those projects that start by the end of 2016 9

10 10 The Grid To channel part of the new power abroad, Transelectrica plans an undersea electrical cable to link Romania to Turkey. This allows the country to export its excess electricity to Turkey. Stage: feasibility study.

11 Romania forecast for wind industry until 2020  The quota for renewables shall be fulfilled  5500 MW to be installed in wind energy  Increasing the back up for supporting this energy and interconnections  Romania shall become a manufacturer of at least for a part of components of wind generators 11
