10 TD&E Oversight Committee An oversight committee was established to assist in determining modifications for the Teacher Development and Evaluation system. Monthly meetings to review TD&E implementation progress and feedback surrounding plan components.

12 TD&E Purpose The purpose of TD&E is to ensure that all students have a premier education. Teacher Development and Evaluation is about creating an opportunity for teachers to set goals for themselves and work towards those goals to impact student learning.

16 Minnesota Statute 122A.41 Cities of the First Class Subdivision 5, Paragraph b “ (8) must use data from valid and reliable assessment aligned to state and local academic standards and must use state and local measures of student growth that may include value-added models or student learning goals to determine 35 percent of teacher evaluation results.”

33 Teacher Practice/Performance It is recognized that by Minnesota Law administrators are able to enter classrooms at any time and conduct an evaluation on all or part of the Standards of Effective Teaching. The TD&E committee recognizes that administrators can observe teachers and give meaningful feedback on a regular basis during any part of the three-year cycle (e.g. feedback through classroom walkthroughs). If a teacher is found to be performing below standard at any point, they may be placed on an improvement plan as outlined in the teacher collective bargaining agreement, Article 18, Section 1, Subd. 3.

35 Pre-observation conference between peer observer and teacher ➔ Teacher will communicate to the peer observer which element(s) of SET they want feedback ➔ Teacher and peer observer will determine what data will be collected during the classroom visit Classroom visit on the date and time asked for by the teacher to collect data

36 Peer Review Post-observation conference to review data and provide feedback on performance indicators related to the SET domain elements selected Teacher will complete a reflection about the peer observation

37 Peer Review Goal is to train 2-3 peer observers per school this year to start building an observer pool. This year teachers may volunteer to participate in a peer review.

38 Peer Review Interested in being a peer observer? Peer observers expectations and qualifications can be found at tde.spps.org/observers

39 Schools that have been using systems of peer review may appeal to the TD&E Oversight Committee to continue using their system. The TD&E Oversight Committee will make sure that their process follows law and it is preferred by at least 75% of staff. Peer Review

41 Minnesota Statute 122A.41 Cities of the First Class Subdivision 5, Paragraph b “ (2) must establish a three-year professional review cycle for each teacher that included an individual growth and development plan, a peer review process, the opportunity to participate in a professional learning community under paragraph (a), and at least one summative evaluation performed by a qualified and trained evaluator such as a school administrator;”
