2 Beginning Questions What were the Articles of Confederation? Who did the Articles of Confederation apply to? Why did the Articles of Confederation fail?

3 Background 1 st form of government for United States. Continued from the structure and operations of government that were established by the 2 nd Continental Congress. Was ratified (approved) by all 13 states in March of 1781. Was a confederation among the 13 states rather than being a strong national government.

4 Jigsaw Activity -Group 1 will look at “Government Under the Articles” What were some characteristics of the articles? What 10 powers were given to Congress? (Pg. 44-45) -Group 2 will look at “Weaknesses of the Articles” Why were the Articles weak? What were the 7 weaknesses? (Pg. 45) -Group 3 will look at “Problems between the states.” What problems did states have when interacting with each other? (Pg. 45-46)

5 Need for Stronger Government Disputes broke out among the states. Government had huge debt that left soldiers unpaid. In 1786, an economic depression left many farmers angry and in debt. Leaders favoring a strong national government persuaded Congress to call a convention to revise the Articles of Confederation.
