2 C14-20030818-021 August 19, 2003 Page 2 Background TSG-S has approved a work item on “Network-initiated IP connectivity”. This Work Item is to add the capability for the 3GPP2 network to initiate a data session originating from the IP network terminating to an idle mobile station (i.e., a mobile station that hasn’t established a PPP session). This eliminates the need for network resources that are used maintaining dormant PPP sessions when mobile stations are idle. In addition, there is expected to be a reduction in messaging leading to improved battery life and system capacity. The idle mobile station may or may not have an IP address assigned at the time of the session initiation. Using SMS is short term method (has been implemented in some CDMA networks already), but some other method may come up later. TSG-P is planning to work on this.  Necessary to standardize an SMS format to support SMS push in short term.
