Güngör GÜZEL –Daire Başkanı Mart - 2015 MEGSIS Spatial Property System (MEGSIS) aimed collecting to digital and raster data available on the local computers of cadastre directorates in a centralized system. MEGSIS is an open-source GIS project of General Directorate of Land Registry and Cadastre (TKGM).

Güngör GÜZEL –Daire Başkanı Mart - 2015 With the MEGSIS project that started in 2010, almost 99% of the 57 million recorded parcels in Turkey have been included into the system and integrated with land registry. MEGSIS

Güngör GÜZEL –Daire Başkanı Mart - 2015 Cadastre gradually gains importance due to its functions in economic development and environmental management. The e-services provided by TKGM can be accessed by e-government users over e- government gate, query services by all citizens over institutional web site, and by institutions through web services with protocols. MEGSIS

Güngör GÜZEL –Daire Başkanı Mart - 2015 Some of the query and application numbers in 2015; - 554 million for Map Services (WMS-WFS), - 15.25 million over e-government gate, - 42 million through Parcel Query Services, - 765.6 thousand over MEGSIS. MEGSIS

Güngör GÜZEL –Daire Başkanı Mart - 2015 When MEGSIS started to be designed in 2009, TKGM’s priority was to satisfy the demands of stakeholder institutions and organizations as well as citizens as fast as possible. Hence, data collection work on almost 57 million parcels was completed swiftly on the basis of data collection model. Comparison of Current Situation of MEGSIS with Ideal Cadastre Data Model 6 Hence, our aim, within the framework of the ideal cadastral data model that we designed, is to and develop data management, data improvement and updating methods by creating a cadastral registry which include all geometries and details whether subject to registration or not.

Güngör GÜZEL –Daire Başkanı Mart - 2015 Data Management and Quality Data management does not only imply the management of parcel information, but rather the management of all cadastral data. Improving the management and quality of all cadastral data would be impossible unless a register including all cadastral data is composed and the integration of all details is monitored.

Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Data ManagementGeometry-based Data Management File-based Data Management Building cadastre register It is planned to build a cadastral register of all parcels, whether subject to registration or not. Not available Collecting detailed attribute information All details such as map sheet, cadastral area, cadastral characteristics, coordinate system, surveying method, coordinate quality, epoch, digitization method etc. are planned. File-based main specifications Integration of affiliated geometries It is planned to keep the inventory of and integrate other geometries related with the parcel such as structures, easement geometries. Not available

Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Standardization of map sheet registers Composing map sheet registers and establishing parcel-map sheet links by updating current map sheet registers Not available Monitoring basic parcel transactions Monitoring basic transactions that registers and cancels a parcel, modifications and applications on the parcel. Not available Standardization of properties It is planned to standardize properties in order to solve problems arising due to parcel characteristics and thematic analyses such as zones eligible for investment, agricultural areas, improved lands, social areas etc. Not available

Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Integration of main technical archive documents These are the most frequently used and needed technical documents which define the parcel during data sharing and transactions carried out at our directorates. In this context, it is planned to establish the link between Coordinated Summary Charts, Area Calculations and Scale/Demarcation/Building Survey Sketches with the parcel. Not available Designation of cadastral project area and administrative unit borders In order to provide a basis for a solution to the neighborhood problem, District-wise Unit Geometries will be classified under one of the three categories, i.e. Project Area, Administrative Border unless There is a Project Area or Exterior Area unless There is No Administrative Border, and hence it is planned to designate cadaster, land, and administrative neighborhood borders in the district. File-based Neighborhood Land Register Geometry

Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Transformation parameter Transformation parameter studies Detecting the areas covered by transformation parameters, it is planned to identify primary and secondary system coordinates as well as a, b, cx and cy parameters of points that enter into transformation in order to specify overlapping areas or areas without a transformation parameter. a, b, cx and cy parameters required for the transferred file Creating a ground control points inventory It is necessary to collect surveying network points inventory held by cadaster directorates and the Geodetic Survey Department under the cadastral register, and to utilize these data in technical data presentation. Not available

Güngör GÜZEL –Daire Başkanı Mart - 2015 Steps Ideal Cadastral Data Model Implementation MEGSIS- Current Situation Specification of Data Transfer Strategy This step intends to save the details in the file uploaded into the system by uploading geometries or geometry groups with the same attributes rather than creating a file-based system. Kept on the basis of unit neighborhood Establishing a verification mechanism It is planned to use and share geometries uploaded into the system and metadata concerning these geometries through a dual confirmation mechanism by defining the user logging in the system and the user confirming the abovementioned data. Not available Establishing a feedback mechanism It is planned to draw up feedback formats by specifying all possible problems that may arise in relation to data, and have all users to record these errors by selecting from these formats. Thereby, it will be possible to determine the type and frequency of errors as well as potential ways of solution. Not available

Güngör GÜZEL –Daire Başkanı Mart - 2015 Accurate and realistic solutions and improvement strategies of problems can be specified with realistic statistics obtained within the framework of ideal cadastral data model. Hence, the main target that we want to reach with ideal cadastral data model is to establish countrywide sustainable e- cadastre registry. Data Improvement Strategies 13
