1 Green Week 2013 Session 2.4 “Clean Air on the spot: Regional Challenges and Solutions”

2 THE REGIONS OF AIR QUALITY The group was formed in 2011 gathering the main industrial and economically developed Regions in Europe which have been actively trying to find proper solutions to common challenges on the issue of air quality. Major Achievements of the group: 1.2011: 1.2011: The Air group signing a MoU before the Commission at the Committee of the Regions focusing on the exchange of best practices and know-how trying to identify some common solutions to this key challenges 2.2012: 2.2012: The Air group organized a high-level event at the European Parliament with the participation to the Commissioners of Environment in order to present the AIR Position paper summarizing the key challenges Regions are faced with and the solutions put forward. 3.Constant and useful dialogue with the European Commission on the most challenging elements of the new directive by providing concrete inputs and suggestions from what the Regions experienced.

3 Regione Veneto Key challenges: 1.METEROLOGICAL CONDITIONS: high atmosferic stability, low or no wind 2.HIGH TRAFFIC AND CONGESTIONS 3.DOMESTIC HEATING: widely used particularly in pre-mountains, mountains areas 4.INDUSTRIAL PROCESSES: very undustrialized territory 5.AGRICOLTURAL PM10, PM2.5, NO 2, O 3, BaP WIDE EMISSIONS EMISSIONS ON THE SPOT

4 SECTOR Key MEASURES (last 10 years) Mobility Pland to limit traffic during winter season Blue regional certification for cars Great investments in public transport Incentives to change car fleets to less emitting fuels Regional Metropolitan Rail System (SFMR) “Autostrada viaggiante” Project : shifting freight transport to rail Inland waterway: shifting freight transport to inland navigation Heating New programme “Solare termico” (termic photovoltaic) Changing of heating installations (boilers in Municipalities with less <than 20.000 abitanti) Industrial activities Agreement for “Porto Marghera” on chemical industrial activities and relaization fo the Integrated Environmental monitoring System Agreement for research and test activities on hydrogen technologies in the area of Port Marghera Deployement of energy sources (hydroelectric, fotovoltaic, biomasses) Programme “ Tetti fotovoltaici” Education Ecologic Sundays (blocco totale del traffico nei principali centri urbani) Altri interventi Signing of the regional agreement to prevent and reduce atmosferic pollution in the Pianura Padana Management of the Software “IN.EM.AR.” (INventario EMissioni ARia)

5 2013 – New Regional Plan on Air Quality The crucial OBJECTIVE is to improve air quality in Veneto in order to protect human the health of citizens and the environment Other main objectives derives from these general goal + Cross-cutting Objectives and specific indicators for each objectives Strategic Objectives 1.Fulfill the annual and daily limits for PM 10 2.Fulfill the annual and daily limits for PM 2,5 3.Fulfill the annual limits for NO2 4.Fulfill the long term limits for O3 5.Fulfill the value objective for Benzo(a) pyrene 6.Contribute effectively to the national goal of reducing greenhouse gases Operative objectives To indentify the key sectors to be tackled where the main interventions need to be carried out Specific Objectives To fulfill each strategic objectives by setting up specific limits on all the major pollutants

6 2013 – New Regional Plan on Air Quality 44 technical activities and proposals have been clearly identified in the following areas: A1) Utilization of Biomasses in industrial facilities A2) Utilization of Biomasses in small civil facilties e and uncertified combustion processes A3) Emissions from traffic A4) Industrial sector: interventions on small industrial plants A5) Reduction of pollution stemming from industrial emissions and from energy plants A6) Inerventions for retrofitting of building blocks for energy saving purposes A7) Interventions on the transport of passengers A8) Interventions on the transport of goods and multimodality A9) Interventions on agricolture and ammonia A10) Emissions from big construction sites and big infrastructures These areas to be tackled have been indentified because they reprsent the main sources of pollution

7 These actions have characterized by the following principles: 1)Timeframe to be implemented 2)Location and spatial relevance of the actions 3)Relevance of the action for the Pianura Padana Basin Other important sectors of interventions have also been identified: B1) Scientific knowledge on air quality issue B2) Status of the art concerning instruments such as modelling activities and forecasts applied in italy on air quality issues including emissions B3) Monitoring the effectiveness of the actions undertaken B4) Health Evidences and priorities for the reduction of particulate matters B5) Public information, public awareness and consensus, communication activities
