3 Background.  1960s when the first computer was installed in the Ministry of Finance  By 1970 there were only 7 computers in the country.  Tanzania has therefore, gone a long way from that era to the current modern technology in which there is tremendous increase of ICT consumption into the country  Early 1990’s few in numbers Tanzanian Computer literates  ICT equipments Early 1990’s mostly Institutions and few Individual.

GDP - Per Capita (PPP) :$1,400 (2009 est.) Labour Force : 21.23 million (2009 est.) GDP (Composition by sector):Agriculture (26.4%), Industry (22.6%), Services (50.9%)

7 The National e-Gov. Strategy, 2008….. Tanzania Government proposed e-Government strategies with connecting to the Implementation road map which was articulated by Tanzania Government. Institutional Framework developed by 2012 - E-Government Infrastructure developed by 2012 - HR Capacity improved by 2012 - E-Government Awareness increased by 2012 - E-Government Services developed, improved and used by 2012

8 The National e-Gov. Strategy, 2008….. As seen in the E-Government Strategy above, Tanzania Government is establishing Key Performance Indicators (KPIs) and possible risks each strategy to achieve 5 objectives for e-Government. These KPIs support Government institutions to be accountable for Tanzania e-Government investments and efforts.

9 Internet user data…….. Total available internet and data capacity in Tanzania is 3,459Mbps out of which 1,475Mbps (43%0 is from satellite and 1,984Mbps (57%) is from fiber optic. Of total available capacity, only 2,239Mbps (65%) is used as at June, 2010, 49% from fiber optic and 51% from satellite.

10 Internet users data The number of internet users were estimated to be 4.8 millions by June, 2010, Out of which only 5% user internet service from cyber, cafes,55% from organization/institutions and 40% from household. In terms of penetration only 11% of Tanzanian were accessing and using internet services.

13 DCC E-Government Guiding Principles The guiding principles for developing e- Government initiatives and services are geared towards putting life into the e- Government motto of “Responsive Government – Enabled by Technology”

14 DCC E-Government…… E-Government in Tanzania’s context is about “Delivering quality services to the public through technology”. With that intention, e-Government involves using ICT to support processes within the government (G2G) as well as for the delivery of services to beneficiaries, such as citizens, businesses and other organizations in all sectors.

18 ICT Initiatives…… A Total of 15 staffs are working in IT sections of DCC and 3 Municipalities. Currently, the number of PCs used in DCC Office is more than 130. Maintenance of the PCS done by contracted private institutions. Management of official letters, personal files & personnel records, operating documents done manually. Integrated Human Resources Management (HRM) software (LASON) is used to manage payroll, workforce information and full recruit to retire process for employees. The LASON is centered in the President Office, Public Service Management office with all Councils linked to the system.

19 ICT Initiatives….. The Government has upgraded the software to Version 9.05 with new features introduced i.e Procurement Management, Assets management and Commitment control. As from July 2012, Council’s IFMS ( DCC inclusive) will be linked to the National website with Main Server Stationed in the Ministry of Local Government. The system is currently linked to PLANREP which is a program for managing the LGA’s budget.

20 ICT Initiatives…… Geographical Information System (GIS) and Land Management System (MOLIS) GIS is Stand alone type, and connected to MRECOM which is an integrated tax administration software for assessment and collection of tax. MOLIS system was introduced in 2008 by the Ministry of Lands, Housing and Human settlement Development to manage Land lease and ownership information Computer training for 28 staff at lower level The second group is scheduled for training anytime in August 2012.

22 Technical Assistant……. WeGO and SMG have supported the e Govt. of DCC through Feasibility Study to assess the status of e - Government and drawing realistic and follow up projects. POSCO ICT a leading company on ICT in Korea visited DCC two times (December, 2010 and January 2011) for Initiation and Information gathering and second visit for reviewing and prioritizing strategy and plans. The FS focused on establishing ICT basic infrastructure, expanding communication channels among employees and System and data security management

24 The Way Forward The application of ICT in the public sector (e- Government) received its impetus from the Public Sector Reform Programmes (PSRP) and the Local Government Reform Programmes (LGRP). However e-Government initiatives have been fragmented due to the lack of e-Government strategy and coordination. This has caused the President’s Office to embark on developing an e-Government strategy and e- Government agency will also be established to coordinate related activities. The Ministry of Government Administration in Tanzania is currently promoting e-Government policies with high interest in e-Government,
