3 Zero Waste Plan – key elements Issued – 9 th June 2010 Sets out key actions & targets to tackle the 20M t/y waste produced by Scotland: –70% recycling by 2025 –Carbon metric –Mandatory separate collections –Landfill bans –EFW input controls –Managing Scotland’s resources for Scotland’s economic & environmental benefit

4 Zero Waste Plan – re-thinking waste Resource efficiency underpins strategy: –Reducing waste arisings –Ensuring waste produced is recycled into quality products –Using recycled products to reduce the carbon- impact of the supply chain e.g. using recycled products (compost/digestate) to grow food Closing the loop….

5 Waste (Scotland) Regulations 2012 Key points as follows: All businesses and organisations to present key recyclable material for collection from 1 January 2014 Businesses producing over 50kg of food waste per week to present it for separate collection from 1 January 2014 Businesses producing over 5kg of food waste per week to present it for separate collection from 1 January 2016 A ban on the use of macerators to discharge food waste into the public sewer from 1 January 2016 A ban on municipal biodegradable waste going to landfill by 1 January 2021

6 Food waste produced in Scotland Food Waste materials o Household - 566,000 tonnes o Hospitality Sector - 67,728 tonnes o Public Sector – 14,000 tonnes o Industrial food Waste – 1,590,000 tonnes Currently 470,000 tonnes of the above is still sent to landfill Most is suitable for AD Info from David B

7 Resource Efficient Scotland: “To support business, the public and third sector to implement actions that reduce their material consumption and waste production, and increases energy and water efficiency to benefit their economic performance”

8 Resource Efficient Scotland: Food & Drink sector example Food & Drink is a priority sector for Resource Efficient Scotland Food & Drink’s importance to the Scottish economy and the resources it uses This includes: -Agriculture -Food & Drink Manufacturers/Processors -Grocery Retailers -Wholesalers -Pubs & Clubs Focus on implementation (saving money and reducing energy, material and/or water use)

9 The support – Financial Community & Industrial AD feasibility studies Maximum fund of up to £10,000 and ≤50% of the full feasibility cost; Feasibility study completed by 31st March 2015 (applications close 31 st December 2014); Subject to Deminis funding (maximum of €200,000 in rolling 3yr period).

10 The support - practical Free and impartial advice; Guidance to help you get started; What questions to ask; Support when going through a feasibility study; Comments on the feasibility study itself.

11 Industrial AD support - requirements Food and / or drinks producer / hospital based in Scotland; The site must be located in Scotland; Demonstrate that on-site AD would improve resource efficiency e.g. through reducing waste disposal and costs, providing on site renewable energy; provide information (non-commercially sensitive) on the development and performance of the project for potential use in case studies.

12 Community AD support - requirements Remote and rural location within Scotland; A group or partnership of individuals, local authorities and / or businesses; Build, utilise and manage one AD facility for the communal benefit and use of all members of the community; Community benefit - not just for the financial gain or benefit of one member; Contribute to a case study.

13 Community AD - benefits Local solutions to local problem; ‘Plug the geographical gap’ both for input and output material; Local energy / fuel solution; Local job creation eg local food waste collections - potential business opportunity for third sector organisations;

14 Output - Digestate as a product What goes in comes out! Very liquid, typically only around 3 - 14% fibre content Valuable resource Cheaper than synthetic fertilisers Replacement or partial replacement for mineral fertilisers Contain useful quantities of P, K, Mg, S and trace elements. Liquor is an excellent source of readily available N Can offer carbon savings and long-term soil benefits when compared with synthetic fertilisers **Quality is key** Excellent opportunity to ‘close the loop’ with suppliers

15 Current markets Markets are still in their infancy, but work is being carried out by ZWS and WRAP to help develop good, stable, long term markets for this product, currently they are: Agriculture – the biggest market and the most likely market Landscape and regeneration Horticulture It is most likely that markets will require / demand PAS110 quality digestate as a minimum.

16 Source-segregated biodegradable inputs De-packaging allowed HACCP, Quality Management System Pasteurisation / sanitization steps End product testing Product quality driven by inputs Must comply with SEPA requirements Guaranteed market No additional processing needed The product route: PAS110

17 The waste route No need for PAS110; Not a product so classed as a ‘waste’; Exemption needed from SEPA; Unlikely to be allowed under farm certification schemes; Land for waste disposal needs to be secured for the long term.
