5 Value-Added The following political and legislative variables may be addressed through the implementation of MTSS:  Requirements for focus and priority schools identified by MDE  Increased demands on accountability and student outcomes tied to the collection and use of student growth data  Implementation of the Common Core State Standards  Development, implementation and refinement of a district-wide bully- prevention program  Implementation of a system of school-wide positive behavior support strategies in accordance with the policy of the State Board of Education  Requirements to address significant disproportionality in discipline practices for students based on race  Mechanisms to address dropout prevention and increased graduation rates
