3 3 Lifelong learning Strategy EQFEUROPASSECVETECTSESCOEQAVET THE AIM IS IMPROVE THE TRASPARENCY OF QUALIFICATIONS AND COMPETENCIES OF CITIZENS AND SUPPORT MOBILITY FOR LEARNING OR WORK IN A FOREIGN COUNTRY OR FROM A LOCAL CONTEXT TO ANOTHER OR BETWEEN E&T SYSTEMS. THE SYNERGY

4 4  EQF is like a grid of eight reference levels describing 'learning outcomes'. A set of 10 criteria established by the EQF Advisory Group supports the referencing process of countries.  Through referencing process national authorities responsible for qualifications systems, in cooperation with stakeholders responsible for developing and using qualifications, define the correspondence between the national qualifications systems and the eight levels of EQF.  The result of the process is: a National Referencing Report; all qualifications issued by the competent authorities contain the appropriate EQF level; EUROPEAN QUALIFICATIONS FRAMEWORK

6 6  EQF provides a common reference framework which assists in comparing the national qualifications systems, frameworks and their levels.  The aim is give transparency to the content of qualifications; EQF draws the attention to what an individual knows, understands and is able to do on completion of a learning process, irrespective of the learning or institutional context and of input elements (length of learning, awarding body etc.).  It serves as a translation device to make qualifications more readable and understandable across different countries and systems in Europe, and thus promote lifelong and life-wide learning, and the mobility of European citizens whether for studying or working abroad. 12 12 Italy= 21 Regions and autonomous provinces The permanent Conference for the relation among the State, the Regions and the Autonomous Provinces of Trento and Bolzano is the privileged forum for the political negotiations between State and Regions.

15 15 THE IMPLEMENTATION OF EQF IN ITALY  In Italy the process started at the end of 2008, led by the Ministry of Labour and Social Policies (MLSP) and the Ministry of Education, University and Research (MEUR).  In 2009 ISFOL was nominated National Coordination Point EQF and a dedicated Technical Group was set up.  The Technical Group consists of representatives of MLPS, MEUR, ISFOL, CIMEA, Regions and Autonomous Provinces and the Department for European Policies.

16 16 THE IMPLEMENTATION OF EQF IN ITALY  From 2009-2012 the Technical Group: Has defined the outline of the process (actors, methodology, procedures); Has taken key decisions on the scope of the referencing process ; Has drawn up the First draft Report;  On 20/12/2012 the First report, containing the Referencing of Italian qualifications, was formally adopted in the form of State – Regions Agreement, signed at the Permanent Conference for the relations between the State, the Regions and the A.P. of Trento and Bolzano

21 21 IMPACT OF EQF ON ITALIAN E&T SYSTEM  LO approach: ► LOs has been gradually adopted in all the education and training system and this process is still on-going;  Law 92/2012 ► reforming the Labour Market: specific rules for the identification and validation of NFIL were provided;  Legislative Decree n. 13 ► establishes a “National public certification system” of differently acquired competences (formal, non formal and informal contexts) based on national standard criteria for validation of NFIL; sets up the National Repertory of education and training qualifications and professional qualifications (art. 8)

22 22 IMPACT OF EQF ON ITALIAN E&T SYSTEM  Interministerial Decree 30/6/2015 ► establishes the National reference framework of regional qualifications: built on the EQF principles (LOs, QA) will be the basis for the national recognition of the regional qualifications and their referencing to EQF.  Quality assurance ► a number of measures have been put in place to ensure the consistency with the relevant European principles and guidelines: National Plan for Quality Assurance of Vocational Education and Training System
