3  The C40 and Clinton Climate Initiative was launched in 2006 as a partnership between the Clinton Foundation and the Climate Leadership Group of the world’s largest cities, under the chairmanship of Ken Livingstone, the mayor of London at the time.  The CCP Initiative - Cities for Climate Protection The ICLEI’s initiative: to reduce greenhouse gas emissions and make energy usage more efficient, by backing and moving processes along in the big cities. Similar initiatives around the world

4 The air pollution reduction and environmental protection Convention The practical components of the Convention Building an urban master plan based on 5 clearly-defined stages.  Setting reduction targets similar to generally accepted targets around the world, including a no less than 20% reduction in greenhouse gas emissions by 2020.  Joining ICLEI: for the “Cities for Climate Protection” initiative

5 Urban Master Plan ( ICLEI )  The 5 stages in the urban master plan: 1.Survey of pollutants: conducting a baseline emissions inventory and forecast. 2.Setting targets: adopting a series of two-year emissions reduction targets, until 2020. 3.Developing an urban master plan: addressing four main categories. 4.Implementing the plan and integrating it in the municipality and in the city. 5.Monitoring, controlling and following up results, and updating the plan accordingly.

7 Transportation and fuel  Encouraging the use of public transport, and promoting clean public transport.  Promoting alternative transport (walking, bikes)  Reducing the use of private cars (congestion charges, carpool, car-share).  Closing off city centers to polluting transport.  Fuel vapor recovery systems at gas stations.  Promoting the use of renewable fuels. Energy conservation and green construction  Making more efficient use of electricity and achieving energy savings.  Switching to solar-powered street lighting and road signage.  Promoting and encouraging green construction  Promoting the use of renewable energy sources.  Encouraging industry to use clean energy. Green areas  Planned and deliberate planting of trees for recycling carbon, for green cities and for adding shade.  Planning and creating public gardens and parks, green routes, trails and footpaths, public squares, etc.  Examining rooftop gardening: provides effective insulation, reduces urban heat islands, and helps conserve energy. Waste recycling  Encouraging alternative consumerism to cut back waste (give-and-take markets, second hand stores, collecting articles for the needy, etc.).  Promoting infrastructures and increased awareness for separating waste and recycling  Promoting a switch to products packed in very little packaging. 8 Plan leadership at the national level: The Israeli Forum of self-government cities task force Setting up a steering & control task force Signing the pact Appointing a project manager to drive and manage the plan Devising and running training workshops for participating municipalities Pooling and coordinating actions, authorities and budgets in facing Govt. Ministries and others and joining the ICLEI International Council for Local Environmental Initiatives The task force: the Forum, municipalities, the Union of Local Authorities, Government Ministries and environmental organizations Regional coordination of municipalities Compiling a pool of consultants to prepare the urban plans
