17 Wins and manages public services contracts on behalf of third sector organisations Using a consortium model, we manage the bidding process and build supply chains of local organisations, allowing smaller third sector providers to compete for, and deliver large public service contracts. We work in collaboration with our members to promote best practice, create and implement innovative solutions, and shape and design high quality public services that reflect the changing needs of communities Who are 3SC?

Teams based in all 5 Purple Futures regions: –Cheshire and Greater Manchester, –Merseyside, –Humberside, Lincolnshire and North Yorkshire, –West Yorkshire and –Hampshire and the Isle of Wight. 19 Work with Purple Futures to develop and support the local supply chain. –Through the Gate: Catch 22 –Link Worker Service: P3 –Other services: Linda Bolland, Hunter Psychology Services, Sandra Teal, Society of St James, Mel Riviera, Pound for Pound Training and Boxing Awards Limited Manage all offender facing contracts on behalf of Purple Futures: –Ensure the delivery organisations are delivering to the required funding requirements, –Ensure the delivery organisations are delivering to the required quality assurance frameworks. Contract Performance Manage the Supply Chain

20 Support the Delivery Organisations to deliver their contracts: –Ensure Delivery Organisations have the relevant tools to deliver the required contracts, –Arrange training for delivery staff if required, –Share best practice across providers, –Etc. 3SC will work in collaboration with both the CRC and the Delivery Organisations to ensure the best outcomes are achieved. Offer Support to the Delivery Organisations

21 –Funding to develop innovative approaches to reduce reoffending e.g. Boxing Academies 3SC administer the Innovation Fund: –support the development of the initial proposal, –perform due diligence on the suggested providers and make recommendations to the panel, –organising and administering the panel, –Once the panel has made their decision 3SC support the CRC to progress to the next stage. This will either be to collate more information or negotiate the contract Innovation Fund

22 Work with the CRCs to develop an annual needs analysis. –Analyse existing provision to ensure it meets all the needs of the service user –Identify gaps in service –Support the CRC to develop an action plan that addresses the gaps Procurement –Work with the CRC to develop a tender specification –Administer the procurement process through the preferred suppliers –Form part of the panel –Negotiate the contracts with the successful Delivery Organisation Develop a Directory of Services for Offender Managers to use as part of the new Case Management System New Services

Supported into training, education, employment and apprenticeships through our Route to Work programme. 31 2013/14 at a glance 90%82%77%82% 90% of our service users in Hampshire, Merton and Surry significantly reduced or stopped misusing substances 82% of those who completed the Study Programme achieved their main learning aim qualification. 77% of service users on our Route to Work programme completed their apprenticeship. 5% above the national average. 82% of HMP and YOI Doncaster service users said we took the time to build a relationship with them.
