2. CSEPP EOPT Overview The CSEPP Emergency Operations Planning Template (EOPT) is, in reality, a plan management tool. Each organization controls its own SharePoint site. Each site has an Account Manager who can: –Create new user accounts, –Designate Plan Managers for individual plans, –Insert links to other sites, –Add reference sources or –Set up a meeting calendar. Current users vary from a single county or town with only one plan to a state emergency management agency using their site to develop and maintain multiple jurisdiction and agency plans.

3. The EOPT is pre-populated with reference material from the latest NIMS document, CPG 101, and the National Response Framework. Also included are sample plan sections from various jurisdictions that planners can refer to for ideas. The EOPT contains the three sample formats from the latest version of CPG 101 (ESF, Functional Annex, and Agency). Users can select any of these as a starting point when they create a new plan.

4. All three standard plan formats contain the same Basic Plan elements.

5. The Functional Annex format contains CPG 101 Basic Plan elements and Functional Annexes.

6. The ESF Format contains CPG 101 Basic Plan elements ESFs and Support Annexes.

7. The Agency Format contains CPG 101 Basic Plan Elements plus Agency annexes.

10. Building a Plan with the EOPT EOPT users can work on plan sections as individual Word documents. Each section can be assigned to one or more persons on the planning team. Built-in NIMs Coach and Planning Coach for reference, planners develop and refine their assigned sections. Completed sections can be sent to a Plan Manager for review. Once all plan sections are completed and reviewed, the built in merge tool will combine plan sections into a single document.
