Climate Change – A Strategic Approach for the FRS Nicole Fletcher, Head of Sustainable Development

Climate Change Strategy 1.Climate change as part of a Sustainable Development Strategy 2.Drivers, Policies and Regulations 3.Developing a Climate Change Action Plan

Climate Change v’s Sustainability Address Climate Change as part of an overarching sustainability strategy Diesel g/kmV’sPetrol g/km Citroen C1 1.4HDi/ Toyota Aygo 1.4 D- 4D Citroen C1 1.0i Peugeot 107 1.0/ Toyota Aygo 1.0 VVT-i/ CO 2 109 NOx 0.24NOx 0.01 PM 0.01PM 0 CO 0.18CO 0.37

Mitigation V’s Adaptation

What influence can and should the Fire Service have? EconomicSocial Environmental Sustainable Development

LFB Sustainability Framework Stress & welfare, Occupational health Noise & traffic congestion Physical or mental health/harm Evacuation & accessibility of homes/property Building energy ratings Energy efficiency of equipment operational fleet & business travel Onsite renewable energy Adapting operations to a changing climate Equality & diversity of staff Supplier chain diversity& equalities practices Community interaction/participation Partnership working Arson Community fire safety Fire Fighting & rescue Deliberate fire setting Consumption of natural resources Waste disposal Hazardous materials use & mgmt at incidents Biodiversity protection at incidents & promotion at our sites Pollution: Land, Water, Air Employment, skills and education London Living wage Fair-trade Whole life costs Fire risk assessments Make London a Safer City Equality & Social inclusion Community Safety & Security Economic Sustainability Environment & its Resources Health, Safety & Wellbeing Climate Change

Drivers, Policies and Regulations Audit Commission’s KLOE 3.1 Use of Natural Resources -Clear understanding of the FRA’s emissions and how to reduce them -Covers energy, water, air, land & soil, and materials including plant and animal products -Energy use: heating, air conditioning, lighting, operating appliances, transport -Review our consumption of natural resources for our operations; and our strategic approach to reduce resources used

CRC Energy Efficiency Scheme UK Emissions Trading Scheme for the public & private sector Participation for the larger FRA’s -Compulsory reporting of emissions and financial incentive to reduce emissions (for qualifying organisations); excludes transport -LFB estimates of £180k/yr credits + Admin costs ~ £28k FRAs that come under Local Authorities will be included in the CRC through their Local Authority

Climate Change Act 2008 Powers to require risk assessment and planning to address adaptation risks Emergency sector has been identified as a priority Intention for CLG to include adaptation in the Fire and Rescue National Framework to incorporate risk into: -Integrated Risk Management Plans -Long term strategic assessments -Future Organisational Assessments under CAA

Regional/Local policies e.g. Mayor of London’s strategies and targets covering: -Climate change adaptation: drainage management & planning -Skills and employment; apprenticeships -Economic recovery; 10 day SME payment -Transport: electric vehicles -Water; -Air quality: traffic calming & traffic free, LEZ -more to come  Energy & Climate Change Strategy: 60% CO 2 reduction from 1990 by 2025

Climate Change Action Plans Identifying your carbon footprint Identifying the right measures Supplier Carbon Footprints Adapting to Climate Change

Do you know where you’re emissions come from? ‘data showed that refrigerants made up a larger % of our carbon footprint than our truck fleet’ Wal-Mart

Get to know your footprint LFB’s Carbon Footprint HQ & Training Centre 2.8Mt CO 2 Water 1% Transport 4.9Mt CO 2 Fire Stations 12Mt CO 2 76% 18% 5% 91 t CO 2

Fire & CO 2 emissions Science, April 2009 “It's very clear that fire is a primary catalyst of global climate change,“ “We've estimated that deforestation due to burning by humans is contributing about one-fifth of the human-caused greenhouse effect -- and that percentage could become larger.” David Bowman et al (2009) Fire in the Earth System. SCIENCE VOL 324 24 APRIL 2009

Global & UK emission sources 2004 Global greenhouse gas emissions 2007 UK greenhouse gas emissions

Getting Started Carbon calculator, advice, site surveys, loans

Importance of Good Energy Management More accurate emissions record -Automatic meter reading (AMR) eliminates estimated bills  2-15% savings CRC early adoption measures -AMR: ease of reporting emissions -Carbon Trust Standard OGC Buying Solutions have a contract for AMR

CRC Energy Efficiency Scheme UK Emissions Trading Scheme for the public & private sector LFB has qualified for 2010 Will your FRS qualify in future years?

Identifying the right measures

Thermal Images

Cost V’s Carbon Working out what measures are right for you CO 2 savings per £ of investment; or Financial Payback -NPV with the asset depreciated over time Funding schemes may dictate the range of measures CO 2  £’s  Gas Electricity

Funding the measures Grant funding (£139k in 08/09) Interest free loans Revolving Fund (£223k in 08/09) -Savings on energy bills fund further energy efficiency works Sale of Renewable Energy Obligation Certificates (potential £11k ±£500)

Behaviour Change Studies show ~ 6% reduction in electricity usage is achievable through behaviour change LFB = Electricity usage at 11 stations/yr

Supplier Carbon Footprints

73 suppliers from 8 public sector organisations disclosed emission totalling 68 million tonnes of CO 2 - Exceeding the emissions of many countries Carbon Disclosure Project (4 Councils, 3 Central Govt offices & 1 Museum)

Engaging Suppliers on Climate Change Carbon Disclosure Project sign up Specify attainment of ISO 14,001 Request responsible/sustainable procurement supplier action plans Refer to Carbon Trust programmes

Adapting to a Changing Climate Reviews based on risk: Are there any new types of incident/role? -New equipment? Changes to frequency and scale of incident? -Timescales? Adaptations to response planning & equipment? Keeping a watching brief on future projections -UK Climate Projections (UKCP) Other organisations management responsibilities -Urban drainage e.g. Drain London & London Boroughs -Public awareness on flooding: EA hotline
